unsupportedpastels 82c63c505a fix(cli): chat -q approvals keep the approvals.timeout deadline ...

The CLI change from #130167 (ea5b89fa35) set wait-until-answered around every
CLI turn and removed the approval panel's deadline. `chat -q` has no
prompt_toolkit app to answer the panel, so a single-query approval now waited
forever. tests/e2e/core/providers/test_native_codex_app_server_faults.py
timed out at 120s in its q_approval scenario, and the module fixture failed
all 8 tests on every e2e run on main since the merge.

Single-query turns no longer set wait-until-answered. In single-query mode
the panel gets back its approvals.timeout deadline and returns "timeout", as
it did before #130167. The two timeout strings it prints come back in every
locale. Attended CLI turns still wait until answered.
