kshitijk4poor c9a92dda67 test: cover the slash-worker watchdog parent choice without faking the host OS ...

The watchdog tests monkeypatched sys.platform, which AGENTS.md forbids.
Extract the parent choice into a pure _watchdog_parent(parent_pid, *,
is_windows, getppid) helper, test it with data, and drop the platform
patching from the main() ordering test.
