teknium1 9307c678c8 fix(tools): bounded probes contain Windows descendants in a Job Object so the Git Bash grandchild dies ...

On windows-latest (wine2e run 35430217919) the MSYS `sleep` grandchild of the
bash probe survived kill_process_tree: taskkill /T walks live parent pids and a
Cygwin exec lets the forked stub exit once the new image runs, so the grandchild
had a dead parent and kept the captured pipes open — the #73403 pipe-holder.
bounded_probe_run now spawns through local_runtime.processes.spawn_server
(Job Object, KILL_ON_JOB_CLOSE, no breakaway) and closes the job on timeout and
after a normal exit. POSIX path unchanged (spawn_server returns a plain Popen).
