stage_launcher resolved the store python through
pm.environments.store_root, which honors HERMES_RUNTIME_DIR. Any process
spawned with that variable set (PM's runtime_environment, the desktop
toolchain, an e2e fixture home) that reached launcher publication minted
.hermes/bin wrappers bound to the foreign store. When that store lived
under a scratch tree, its later cleanup deleted the interpreter, and the
gateway sat in an exit-127 crash loop after the next reboot (#131745).
Publication now resolves the tree's own store: resolve_store_python
gains honor_runtime_override (default True, so execution-side callers
keep today's behavior), and the persisting paths — stage_launcher, the
gateway service publication gate, expose_cli and the CLI publish entry —
pass False.
