d4cec15b47 refactor(tools): first-wave simplification of tools/ (file ops split, lazy_deps, code_exec, approval, browser, delegate, mcp, skills, terminal, voice, media)
Behavior-neutral structural pass over tools/*: god-file extractions into
sibling modules (file_operations_common/lint/search, file_tools_paths/
read_tracking/write, code_execution_env/rpc, tool_search_catalog/names/
validation, tts_command_provider, ...), duplicate helper unification,
if/elif -> dispatch tables, dead-code removal, docstring compaction.
Tool schemas (get_tool_definitions) verified byte-identical to base.

b293157f7d feat(tools): withdraw tip and tour when the user switches them off
Off should mean the model is never told the tool exists. A switch that
only made the call fail leaves Hermes offering walkthroughs it cannot
give and promising to point at things it cannot point at, which reads as
a broken agent rather than a respected preference.

Both gate on the switch through a shared desktop_ui.user_enabled helper,
which is the reactions check_fn generalized — same config read, same
reason it has to be config rather than an env var: the switch belongs to
the session's client, and the client may be on another machine.

70ba3c4828 feat(desktop): agent can focus panes + shared desktop-UI event bridge
Extract the open_preview emitter into a shared tools/desktop_ui bridge
(one gateway-injected sink, routed by HERMES_UI_SESSION_ID) and add a
second desktop-gated tool on top of it:

- focus_pane(chat|files|terminal|review|sessions) -> pane.reveal event.
  The desktop runs each pane's own reveal path (revealDesktopPane table)
  and only acts on the active window -- a background turn never moves the
  user's focus (desktop AGENTS.md: offer, don't hijack).

open_preview now emits through the same bridge. Both tools are check_fn
on HERMES_DESKTOP (zero footprint elsewhere), sitting beside
read_terminal/close_terminal in _HERMES_CORE_TOOLS.

Deliberately not adding run_slash: letting the agent fire slash commands
mid-turn (/model, /new, /clear) fights prompt-cache + conversation
invariants.
