e336fbcf79 fix: release cut output waits for its CI run and leads with the next action
The cut printed before GitHub listed the dispatched run, so it almost always
said "the run is not listed yet". It now polls up to 30s for the run, and when
none lists it links the stable-release workflow page. The copy is shorter:
Release CI, the skipped-tests warning (bold on a tty), the draft link, and the
publish command on its own line.

792ba0a264 fix(release): read a tag's record, not its signature
git keeps an annotated tag's signature inside the message body, so
`git tag -l --format=%(contents)` returns the JSON record followed by an
armored block, and `json.loads` of the whole message raises "Extra data: line 2
column 1" at the armor's first byte. Claim tags, final receipts and build
receipts are created on a host whose git signs tags, so stable admission
(`python -m scripts.releases.stable admit`), ordered reconciliation
(`python -m scripts.releases.sequencer`) and tagless build receipts each
refused to read their own tag.

Add `versioning.tag_record()` as the one reader of a tag's record — the text
before the armor, unchanged for an unsigned tag or a detached signature — and
route every `%(contents)` read through it in stable.py, sequencer.py and
commit_build.py. commit_build imports it inside the function so its module
surface stays stdlib-only for the isolated checkout-admission step.

The reads inside the release tests use the same reader, and the one fixture
that creates a plain final tag says so explicitly, so the release suite passes
on a host whose git signs tags by default.

4bc38bceec fix(desktop): hand the admitted checkout back after flavored icon staging
electron-builder resolves every piece of packaging artwork from the workspace
— the app icon, the icon.ico extraResource, the MSIX logo set before-build
stages into build/appx, and the exe identity stamp — so a flavored canary or
commit build copies its rendered icon set over apps/desktop/assets before
packaging.

Those files stopped being gitignored in 4b7229d612, which turned a write that
was invisible into 15 dirty paths. The source custody check then refuses the
checkout twice: inside the same build, at the check that used to sit after the
copy, and on every later build from the first check on a now permanently dirty
tree.

Hold the render at the workspace path for the packaging window only and
restore the admitted files afterwards, whether packaging finished or failed.
The final custody check now asserts the build handed the checkout back.

7b20b72269 fix(install): installer rerun heals a partial clone stuck on the pack-objects crash
An install whose updater dies on the git 2.53+ pack-objects BUG (#124272)
never fetches the release that heals it: the fetch runs in the installed
code. The installer rerun (install.sh / install.ps1, served fresh) is the
path that runs new code, so when origin is a promisor remote it now marks
the checkout's unmarked packs before its existing-checkout fetch. Marking is
idempotent and never rewrites objects, so it runs up front rather than as a
retry that would first print a failed-fetch report.

* feat(i18n): layered catalogs — plugin packs and user overlay over bundled locales

ui-tui/src/i18n/: en.ts (facade over topical siblings under en/), types.ts
(Translations + dotted TranslationKey derived from en), runtime.ts ($locale/
$catalog atoms, translateFrom active→en→key, pack merge with string→fn
wrapping for {0}/{1} placeholders), loader.ts (display.language →
i18n.catalog {lang, surface:'tui'}, English when the method is missing),
useT()/useLocale() hooks, t() for non-React code. useConfigSync feeds the
loader from the existing config.get full hydration. `npm run i18n:keys`
writes locales/_keys.tui.json (sorted flat key list) and runs before build.

StatusRule maps compared state values (ready/running…/summoning) to catalog
text at render via displayStatus(); hotkeys()/placeholder() resolve lazily so
a pack that arrives after boot applies. Catalog grows to 81 keys.

* feat(desktop): pluggable app locales — registry, host.i18n.registerAppLocale, backend packs, keys emitter

- Locale widens to string (BundledLocale keeps the union); TRANSLATIONS stays
  the bundled record and every consumer resolves through the registry.
- src/i18n/registry.ts: registerAppLocale(id, {endonym, rtl, translations})
  layers partial packs (nested or flat dotted) over bundled/en via
  mergeTranslations; a string over a function-valued en entry becomes a
  positional {0}/{1} formatter; $appLocaleVersion bumps so translators
  re-render; per-source disposers + replaceAppLocaleSource for atomic swaps.

- SDK: host.i18n.registerAppLocale / languageOptions; ctx.i18n.registerAppLocale
  tracked for unload. Docs in the desktop plugin SDK guide + skill reference.
- Language switcher lists bundled ∪ registered ∪ backend, endonym-only; RTL
  from the registry (applyDocumentLocale takes rtl).
- npm run i18n:keys emits locales/_keys.desktop.json (wired into build).

* i18n(cli): route /topup + /subscription copy through t() (cli.billing.*, cli.subscription.*)

Module-level copy tables and modal choice tuples in cli_billing_mixin.py froze
English at import, before display.language was known. They are now key tables /
builder functions evaluated at call time; every user-facing line in the /usage
balance block, /subscription and the five /topup screens reads the catalog.
Choice VALUES stay English identifiers. Fragment-assembled status lines
(Plan: … → cancels · $x left · renews …) become full templates.

* i18n(gateway): exec-approval card contract + base/run/run_busy/run_inbound replies through t()

- base_exec_approval: EA_* English constants stay; add ea_header_text()/ea_reason_label_text()/

Exec-approval markup overrides (_EA_HEADER/_EA_REASON_LABEL/_EA_SMART_DENY_LINE/
_EA_ACTION_LABELS) become per-call properties over the shared
gateway.exec_approval.* contract keys, so Slack's 3000-char section budget
measures the resolved template. Slack _APPROVAL_DECISIONS/_CONFIRM_DECISIONS,
Feishu _APPROVAL_LABEL_MAP and Matrix _EA_LEGEND/_EA_TYPED_HINT turn into
key tables resolved at click time; the Matrix typed hints become whole
sentences per offered tier instead of spliced fragments. Slack button labels
are cut to 75 chars and select placeholders to 150 after translation; the
model-facing clarify fallback answer ('choice N') stays English while the
card copy localizes.

locales/en.yaml gains the gateway.exec_approval.* contract keys plus the
platform.shared.* / platform.slack.* / platform.matrix.* / platform.feishu.*
namespaces (and the keys for the other adapters wired in follow-up commits).

* i18n(gateway): run_turn / run_turn_runner / approval-settle copy through t()

- status hints, proxy errors, background task notices, progress heartbeats, session info lines
- tool progress chrome (tool_head/tool_pending/tool_preview/tool_verbose) shared by base.format_tool_event
- run_turn_runner:1406 Chinese clarify placeholder -> gateway.clarify.native_stream_placeholder (zh text kept in zh.yaml)

Google Chat clarify card, typing placeholder, orphan-card labels and the whole
/setup-files reply set (module constants become platform.google_chat.setup_files.*
keys resolved at reply time). The attachment-fallback notice that shipped
hardcoded in Spanish is keyed with an English en value; es.yaml carries the
original Spanish text for those four keys.

Teams approval card header/reason use the gateway.exec_approval.* contract,
_APPROVAL_LABELS becomes a key table resolved at click time, and the meeting
summary writer resolves its section headings/fallbacks per render.

* i18n(platforms): route LINE, WeCom, email, DingTalk, IRC and Home Assistant text through t()

LINE default copy constants become catalog keys resolved in __init__ (the
LINE_*_TEXT / extra.* operator overrides still win); the busy-ack bypass
matcher keys on the leading emoji marker only, so it keeps firing once the
gateway busy heads are localized. WeCom media size/format notices that shipped
hardcoded in Chinese are keyed with English en values and zh.yaml carries the
original Chinese text. DingTalk emotion bubbles resolve per send.

* i18n(cli): route /model switch output and -q status lines through t() (cli.model.*, cli.single_query.*)

Switch-summary labels shared with the gateway reuse gateway.model.* keys
(provider/context/max-output/capabilities/prompt-caching); CLI-only variants
(glyph or no-backtick forms) live under cli.model.*. The hand-padded /model usage
block becomes a (form, description-key) table padded at render time so the
command syntax stays fixed while descriptions translate. -q 'Error:' reuses
gateway.model.error_prefix.

* i18n(cli): route TUI panel/hint/placeholder copy through t() (cli.tui.*)

_APPROVAL_CHOICE_LABELS and _TUI_MODAL_HINTS become key tables resolved at
render time; vault/sudo panel bodies are one catalog value per panel split on
newline; inline plurals use <key>_one/<key>_other. Adds the cli.* namespace
(shared/tui/voice/render/subagents/dock) to locales/en.yaml.

* i18n(cli): voice/wake-word CLI copy through t() (cli.voice.*)

RuntimeError texts raised in _voice_start_recording are human copy (callers
print {e}) and are keyed; the Termux requirement-check match stays English.
Wake state ids stay internal, only their labels localize.

* i18n(cli): live-work dock, subagent monitor and render copy through t()

cli.subagents.* / cli.dock.* / cli.render.*; count fragments pluralize via
_one/_other keys, verdict table holds keys resolved at paint time so width
clipping measures the translated text.

* i18n(gateway): unauthorized/pairing, voice, topics, shutdown, startup, notifications, kanban pings through t()

* i18n(cli): move tips + composer placeholders into the catalog (tips.tNNN / tips.placeholder.pNN)

get_random_tip()/get_random_composer_placeholder() pick a key from the English catalog
(the parity baseline, probed once per process) and resolve it through t() for the active
language, so language packs translate tips like any other string. Also lands the cli.*
en.yaml namespace consumed by the CLI info/help/error-copy wiring in the next commit.

* i18n(cli): wire chat-turn + session mixins through t(); kanban log trimmer matches t() output

* test(cli): assert TUI/dock/voice copy via t(key); prove labels resolve at render time

Pinned-English assertions in the approval-UI, live-work dock and voice tests now
go through the catalog. New test swaps the catalog after import and checks the
approval panel + hint row follow it (the reason _APPROVAL_CHOICE_LABELS and
_TUI_MODAL_HINTS became key tables).

* i18n(cli): route CLI info/help/error copy through t() (cli.* namespace)

cli_info_mixin: /help consumes CommandDef.describe() (added to commands.py: slash.<name>.description
with fallback to .description), section titles/skill/quick-command headers, /tools, /toolsets,
/usage labels, /context, /whoami, /insights, /gateway status, tool-progress labels, bang-shell
denials, MCP config-watch + /reload-mcp confirm/reload lines, /reload-skills, and the session-store
warning all read the catalog at call time (module-level label tables became functions so the
active language is honoured after startup). cli.py: worktree cleanup, tirith warning, show_config
(labels re-padded at print time), quick/plugin/skill slash-command errors, ambiguous-command hint,
stdin error, gateway start, profile warning. cli_chat_error_copy / cli_unknown_command /
cli_output / cli_init_mixin: chat error panel copy, did-you-mean lines, n-more / yes-no prompt
(localized affirmative initial alongside 'y'), unknown-toolsets warning.

* i18n(w1a): wire agent display/explainers/approval + slash registry/help through t()

- hermes_cli/commands.py: CommandDef.describe() resolves slash.<name>.description
  at call time; category labels via slash.category.*; help/alias/usage suffixes
  via slash.shared.*; gateway_help_lines and commands_platforms/slash_exec use them.
- agent/display.py: display.verb.* resolved at call time via get_tool_verb();
  bridge/spinner/thinking-verb/cute-row/failure/preview/diff text via display.*.
- agent/turn_explainers.py: exit-reason / persistence-cause tables become call-time
  lookups (explainer.exit.*, explainer.persistence.*, explainer.file_mutation.*).
- agent/background_review.py, session_activity.py, context_breakdown.py,
  status_output.py: review summaries, iteration progress, context notices.
- tools/approval.py, approval_context.py: approval.summary.*, approval.noun.*,
  approval.window.* pluralized keys.
- gateway/slash_commands*.py: remaining raw strings (busy, whoami, platform,
  bundles, memory, skills, approvals, set_home, diff, update, debug, profile,
  heartbeat, refine, review, subgoal, loop, retry, compress codex path, save,
  sessions, model guard/errors, agents rows, topup, login). HISTORY_UNREADABLE
  keeps its English constant; callers use history_unreadable() ->
  gateway.shared.history_unreadable.
- locales/en.yaml: new approval/display/explainer/slash blocks + gateway leftovers.

* i18n(telegram): route adapter chat copy through t()

Approval card (header/reason/smart-deny as HTML-escaped properties), inline
button labels, callback toasts (cut at Telegram's 200-char cap), model/choice
pickers, clarify/update/slash-confirm prompts, gmail-triage labels and the
inbound-media failure notice now come from the catalog. _UNAUTHORIZED is a
lazy _unauthorized() so the import no longer binds a language. The command
menu carries a language+payload fingerprint (forum scopes re-register on
change) and BotCommand descriptions are cut at 256.

Adds gateway.exec_approval.* (WAVE2 contract), platform.telegram.*,
platform.discord.* and the slash.*.description keys the Discord table shares
with the CLI registry to locales/en.yaml.

* i18n(gateway/platforms): whatsapp_cloud, yuanbao, weixin, signal, api_server copy through t()

- whatsapp_cloud: clarify list/buttons, approve/deny + slash-confirm labels via platform.whatsapp.* (t()-then-truncate at 20/24/72 caps); _EA_HEADER becomes a property wrapping ea_header_text()

Native slash-command table becomes _NATIVE_SLASH_COMMAND_SPECS holding catalog
keys; _native_slash_commands() resolves descriptions, parameter descriptions
and Choice names for the active language, each cut at Discord's 100-char cap,
and the app-command sync fingerprint now includes get_language() so a
display.language change re-syncs. Exec-approval card (gateway.exec_approval.*
contract), slash-confirm / clarify / update views, model+choice pickers,
thread creation, forum titles, voice acks, the response-truncation notice,
the unauthorized-slash security alert and the media upload-size notices all
read from platform.discord.*. Decorator-declared button labels are relabelled
in __init__ (80-char cap); embed titles cut at 256, select placeholders at
150, option label/description at 100. _UNAUTHORIZED is a lazy _unauthorized().

* i18n(cli): wire status-bar, stream, terminal mixins + terminal_input through t(); rename kwargs that shadow t(key)

- 431 new leaves under cli.commands.<cmd>.* in locales/en.yaml; 12 rows reuse

A translated status line such as "Updating AGENTS.md" in locales/<lang>.yaml is UI text the loader
reads as a string leaf; it cannot edit a file. The bundled en.yaml itself tripped agent_config_mod
at critical, making any faithful language pack uninstallable. Injection shapes keep full severity.

* build: never write locales/_keys.*.json from the desktop/TUI builds; regenerate the committed desktop key export

The desktop build regenerated locales/_keys.desktop.json in the checkout, so a
hermes update that rebuilt the app left the tree dirty (Desktop update E2E:
'M locales/_keys.desktop.json'). The key exports are committed artifacts pinned
to en.ts by apps/desktop/scripts/i18n-keys.test.mjs and ui-tui i18n:keys:check;
builds read them, never write them. Regenerated after main's new desktop strings.

* test: unbreak two main-red timing tests the PR merge-ref inherits

- test_local_runtime racing fake publishes the modern state record (legacy pid-only
  records are rejected since 65ff3ad353; main has been red on this test since)
- test_run_progress_topics ManyProgressLinesAgent waits for the first bubble instead of
  a fixed 0.35s, which a loaded CI runner does not always meet

* chore(i18n): regenerate desktop key catalog for main's new strings (model pricing, copy changelog)

* test(e2e): torture-chamber fd monitor confirms a deleted sidecar is still held before calling it a leak

SQLite's WAL last-close unlinks -shm before closing its descriptor (unixShmUnmap, then
unixShmPurge), so a healthy close shows a (deleted) -shm for microseconds; the 20ms poll
occasionally caught that window on the short-lived opener and failed the episode.

a5bd246865 Old pre-decomposition import paths are gone: plugin compat layer removed on schedule (#126164)
* refactor(plugins): remove the Sep 2026 decomposition compat layer on schedule

The PLUGIN-COMPAT layer (2776813df3 + d63e380324 + 0a5164cebe) kept pre-#102117 import paths
alive for external plugins until 2026-09-14. That window closed two weeks ago; since then the loader
has already been skipping plugins that use the old paths. This removes the layer itself:

- 328 appended `PLUGIN-COMPAT` blocks (lazy `__getattr__` pointer tables, re-exported third-party
  names, restored dead definitions) and the three re-export stub modules
  (gateway/startup_watchdog, hermes_cli/observability/relay_runtime, tools/environments/modal_utils)
- COMPAT_MANIFEST.md, compat_manifest.json, scripts/check_compat_pointers.py and its lint step
- the reporting surfaces: CLI banner notice, `hermes plugins compat`, the `hermes doctor` section,
  the post-update notice, the Desktop one-time dialog, the loader's pre-import skip and the
  `plugins.allow_deprecated_imports` escape hatch

An external plugin that still imports an old path now fails to load with its ImportError as the
reason in `hermes plugins list`, the same path as any broken plugin.

hermes_cli/plugin_compat.py stays as three inert stubs (compat_report, removal_in_effect,
summary_lines): an already-running pre-removal `hermes update` lazy-imports them after the checkout
swap (tests/compat/old_updater_surface.json).

In-tree fallout, both already dead: hermes_cli/setup.py::_check_espeak_ng (no callers; its
`shutil` came from a compat block) and gateway/config.py::SessionResetPolicy ("retained solely for
the scheduled plugin-compat window"). Two test_run_agent patches targeted the removed
`run_agent.handle_function_call` pointer; they now patch `model_tools.handle_function_call`, the
seam production reads, like every sibling test in that file.

* chore: retrigger CI (zero-job startup_failure phantom)

* test: drop resolution allowlist rows for the two deleted which() sites

hermes_cli/setup.py::_check_espeak_ng (dead) and tools/skillevaluator_scan.py::scanner_available
(a restored definition inside a PLUGIN-COMPAT block) no longer exist; the stale-row gate requires
their allowlist entries go with them.

b63c138d78 fix: Hermes never falls back to the user's node/npm/npx/uv
Maintainer ruling: only Hermes and only its packaged package managers
(uv/pip/node/npm) are ever used; no PATH fallback when the managed tool is
missing, no "prefer the user's if new enough".

- hermes_constants.find_node_executable: node/npm/npx resolve to PM's
  installed copy or None. Every caller already pm.ensure()s on None, so a
  missing runtime is now provisioned instead of silently borrowing the
  user's Node (native-addon ABI / npm cache mismatches).
- agent/lsp/install._install_npm: pm.ensure('npm') when PM npm is absent,
  instead of failing over to whatever npm is on PATH.
- gateway._append_node_dir_for_service: stop baking the invoker's PATH node
  dir into generated systemd/launchd units.
- main_install_repair._resolve_node_runtime_npm: drop the PATH re-scan for
  another npm.
- source_build.source_product_current: run the freshness reader only with
  PM's node.
- doctor: Node/npm rows and npm audit use PM's copies (Termux APT distro
  keeps its system Node).
- install.sh ensure_uv / install.ps1 Get-Uv: always stage the pinned uv
  artifact; delete the "uv on PATH if new enough" developer shortcut.

04ea129bbf test(install): drop the dead bzip2-less tar stub from the Get-PinnedGit E2E
Get-PinnedGit no longer invokes tar at all (no $inboxTar seam exists since
the PortableGit pin), so the C# stub tar.exe and the Invoke-Native override
that bound it were never reached: the test compiled a stub for nothing and
its docstring described a mechanism the installer does not have. Keep the
real-download Get-PinnedGit run under a bzip2-less PATH and the git.exe +
bash.exe contract checks; that is what the test proves.

6d9ae2da6f fix(install): stage pinned git without tar/bzip2 (PortableGit SFX)
Windows 10 boxes whose System32 tar.exe cannot run the bzip2 filter die
at stage=prerequisites with "unable to run program bzip2 -d" while
extracting the pinned Git-2.53.0.3 tar.bz2 (#122512). Repin git for
both win32 targets to git-for-windows' PortableGit self-extracting 7z,
which carries its own extractor and the bundled usr/bin/bash.exe:

- pm/lock.json: new artifact urls + sha256 (the pin authority)
- scripts/install.ps1: generated fragment regenerated; Get-PinnedGit
  downloads the SFX and waits on it explicitly (the stub is a
  GUI-subsystem exe, so PowerShell's & does not wait); the System32
  tar invocation and its msys symlink excludes go away
- pm/packages.py: Git.fetch_url/Git.unpack run the self-extractor
  after the sha256-verified download
- pm/store.py: drop the now-callerless git_msys branch of extract_tar
- tests: RED->GREEN test runs the real Get-PinnedGit against a
  bzip2-less System32 tar.exe stub with no bzip2 on PATH; the three
  obsolete tar-contract tests and the install.ps1/PM msys-links parity
  test are replaced by a no-external-decompressor contract test

e40637dcba test(install): drive -SkipSetup alone through the needs-input stage frame; sync zh-Hans doc
Address review on #125371: the binding test passed the script-level
-NonInteractive alongside the alias, so deleting the fold line kept it
green. The new test runs -Stage setup -Json with only -SkipSetup and
asserts the skipped/needs-user-input frame, which only the fold can
produce (without it the stage dispatches interactively and fails under
a non-interactive host). Also document the deprecated alias in the
zh-Hans windows-native guide, which still said -SkipSetup is rejected.

f5c3c7d70a test: trim musl coverage to two invariants
Keep one PM invariant (a musl ELF userland resolves to linux-<arch>-musl
and the default closure is satisfiable with musl-native artifacts) and
one installer invariant (uv_bootstrap_target picks musl uv from a musl
ELF interpreter even when ldd says glibc). Drop the lock-content and

5cd9dbc261 fix(install): recognize bare PATH= assignments and keep the appended line idempotent
wire_shell_path's existing-setup regex required a character before PATH=, so it missed bare assignments such as Fedora's ~/.bashrc (    PATH="$HOME/.local/bin:$HOME/bin:$PATH") and Debian's ~/.profile. The installer then appended its own line to .bashrc, .profile and .bash_profile, and because Fedora's .bash_profile sources .bashrc, login shells got ~/.local/bin on PATH several times.

Match bare assignments too, and make the appended line a no-op when PATH already contains ~/.local/bin.

electron-builder names the unpacked output <os>-unpacked on x64 and
<os>-<arch>-unpacked elsewhere (linux-arm64-unpacked, win-arm64-unpacked).
install.sh desktop_product_present and install.ps1
Test-DesktopProductPresent only listed the x64 names, so a rerun on an
ARM64 desktop install skipped the desktop rebuild and left a bundle built
from the previous code. List every unpacked dir main_desktop.py already
resolves, in both installers.

5a4ff55f43 fix(desktop-update): accept arch-suffixed unpacked dirs in the linux relaunch gate (#94703)
electron-builder names the unpacked dir linux-unpacked on x86_64 but
linux-<arch>-unpacked on every other arch (linux-arm64-unpacked is what
ARM ships). The gate hardcoded the x86_64 name, so a healthy ARM install
false-gated as "skew" on EVERY update, telling the user to reinstall an
app that was already correct. The ostree/symlink half was fixed earlier
(d3b090a3); this lands the remaining arch-dir half.

Resolve the unpacked dir the running binary actually lives in by scanning
the release dir's linux*-unpacked candidates (canonicalised both sides
before the compare, so the symlink fix's semantics are preserved, with a
first-found fallback so foreign targets keep gating as skew.

Tests drive the real --self-test-gate entry point; on BSD-readlink hosts
a PATH shim provides GNU  so the gate logic runs everywhere
(the existing linux_only symlink matrix covers -dependent paths).

746d861504 fix(install): don't ask the gateway install questions twice
The setup stage installs the gateway service through
ensure_gateway_service. On Windows that asks the start-now, Scheduled
Task and UAC questions. The gateway stage then ran `hermes gateway
install`, which asked them all again.

`gateway install --if-missing` does nothing when a service is already
installed. Both installers' gateway stages use it, so they ask only
when setup did not install the service.

a3456765ed fix(desktop-update): give Windows update steps NUL stdin, not the hand-off console
Steps inherited the hand-off console's stdin, so any step that asks a
question blocked forever. Its prompt went to the captured stdout, which
is shown only after the step exits. `gateway start --all` did exactly
this: it saw an interactive console and asked "Install it now so the
gateway starts on login?". The update stopped after `hermes update exit
code: 0` and never relaunched the app.

Steps now read NUL. Prompts see a non-interactive stdin and take their
defaults. The working-directory self-test also checks that a step's
stdin is not a console, and a new test runs it under a real console.

e3d43c3c24 test: stop relying on the in-tree venv after #122161
PR #122161 stopped boot from activating the in-tree venv or .venv when
PM has committed no environment. Six Linux tests and four Windows tests
still used that tree to supply their probe modules.

- Launcher tests put the probe in a committed generation. A custom
  HERMES_HOME is its own dependency root, so it gets its own commit.
- The legacy row of test_pre_pm_base_dependencies_activate_only_at_boot
  asserted the removed behavior. test_boot_never_activates_the_pre_pm_venv
  now covers the inverse. The payload row stays.
- The mint payload fixture writes manifest.json as real payloads do, so
  boot selects the payload venv.
- The PowerShell activate test expects PYTHONPATH to be the checkout
  alone. The bootstrap .venv packages do not leak in.

f0ae9e0568 test: copy the whole scripts/releases package into source-tree fixtures
dc11e3b3bc made scripts/releases/versioning.py import the new sibling
scripts/releases/semver.py. Three fixtures hand-copy a file list of that
package into a temp tree, so importing versioning there now dies with
`ModuleNotFoundError: No module named 'scripts.releases.semver'`
(JS & TS checks: channel-build-version.test.ts MSIX manifest case; the
same import chain runs in test_source_build_env.py and
test_commit_stamp_identity.py via distance -> versioning).

Copy the package as a tree, like the fixtures already do for pm/, so the
next intra-package import cannot silently break them again.

50de548e49 fix(install.sh): arrow-style output with child noise collapsed on a terminal
The pm-era installer printed "[hermes]" lines between raw git, uv and pm
output. Restore the pre-pm installer's look (→ ✓ ⚠ ✗, banner on the full
ladder) and route every child command through run_logged: on a terminal it
shows one status line rewritten with the command's newest output line
(git clone phases via --progress), appends everything to
$HERMES_HOME/logs/install.log, and on failure prints the last 20 lines plus
the log path. CI, --verbose, HERMES_INSTALL_VERBOSE and a non-terminal
stdout (the Hermes-Setup --json driver, E2E transcripts) keep the full
stream, so their parsers see what they saw before. Errors stay on stderr.

e78e3a77be refactor(release): move the author map out of release.py
release.py was 2,804 lines, 2,076 of them the frozen legacy author dict.
The map and its resolver now live in scripts/releases/: authors.py holds
the directory loader, the merged AUTHOR_MAP and resolve_author, and
authors_legacy.py holds only the frozen LEGACY_AUTHOR_MAP literal (same
1,895 entries, same order). release.py drops to 707 lines.

The contributor-check job and audit_pr_attribution.py grep the legacy
file for quoted emails, so both now read authors_legacy.py. The
importers (contributor_audit.py, add_contributor.py), contributors/README
and the tests read the defining modules. No behaviour change.

1f264c7205 test(ci): evaluate stable-release and build-cache gates instead of spelling them
test_stable_release_graph and test_desktop_build_cache asserted gate text:
`== "always()"`, `== "false"`, `"conclusion != 'success'" in`,
`"!cancelled()" in`. Both files now evaluate the gate with the shared
evaluator, which also resolves `steps.*` now.

- The stable gates (acceptance, publication, complete) must run when every
  ancestor failed.
- Deferred desktop e2e never runs.
- The publication reconciler runs after a failed, dispatched Stable Release
  of this repository and on manual dispatch. It refuses a successful run, a
  push-triggered run, and a fork's run.
- No desktop-build-cache step runs during cancellation. The service-failure
  report runs when restore or save failed and stays quiet otherwise.

b728fdd627 refactor(pm): own the lock/atomic-write primitives in pm.filesystem
pm imported runtime_state's private helpers (_lock, _atomic_bytes, _bytes,
_digest) at a dozen sites while runtime_state imports pm.environments at
module top. The primitives are pm's: move them into the stdlib-only
pm.filesystem as lock_fd, durable_write_bytes, read_bytes_or_none and
file_digest, and repoint every pm caller.

runtime_state keeps the private names only as import aliases: it still
calls them through its own globals, and pre-PM updaters load them by these
names mid-swap (tests/compat/old_updater_surface.json).

Boot-subset test fixtures now copy pm/filesystem.py, since runtime_state
imports it at process boot; worker-injection tests patch the name
pm.publication now reads.

dc11e3b3bc feat(release): add --skip-bundles and --skip-tests to stable releases
`release.py release` gains two flags. They can be used together.

--skip-bundles ships only the claim, the GitHub release, the final tag
and the Docker image. No desktop, Termux or PM bundle job runs. The
final tag records candidateManifestSha256: null. Publication moves only
the Docker stable/latest aliases. The R2 stable head, feeds, APT, the
downloads page, the signed-package baseline and the Store stay on the
previous bundle release.

--skip-tests builds, signs and publishes every artifact and runs no
test job: source CI, Nix, PM bundle check, Termux, Windows live,
install/update E2E, bootstrap identity, native smokes, upgrade
acceptance, tests/docker and the in-build vitest step. The candidate
manifest records each smoke as skipped, never as passed.

The flags live in the claim message (skipBundles, skipTests), next to
autopublish. They are not workflow inputs, so a rerun cannot change
them. admit emits them, and every job condition and gate reads them.
stable.validate_claim and stable.validate_final are now the one shape
check for stable.py and the sequencer.

The gates stay strict. SKIPPED_BY in stable.py maps each job to the
flags that remove it. `gate` requires those jobs to report skipped and
every other gated job to report success. A job that ran although a flag
removes it blocks the release.

A release that skipped bundles never moves the R2 stable head. Two
readers depended on that head:

- The next version was derived from it, so the next cut would reuse the
  version. It now takes the newer of the R2 head and the newest
  published non-prerelease GitHub release with a vX.Y.Z tag. Bare v*
  tags do not count, because those refs are not protected yet.
- The sequencer used it to decide which published releases still need
  their publication pass, so a bundle-less release would re-advance
  every 15 minutes. The head is now the newer of the R2 head and the
  published release whose final tag binds the Docker stable alias
  digest.

`release` also refuses a cut when its next version already has a final
tag. That closes the window between the final tag and the public
release, where the published identity still names the old version.

Tests: 42 release test files, 546 passed. Three tests fail on this
Windows host, and they fail the same way on a clean HEAD worktree:

- test_stable_release_graph::test_docker_recovery_refuses_to_replace_a_divergent_version_tag
- test_release_artifacts::test_windows_metadata_is_read_from_package_and_stale_stamp_is_rejected
- test_tag_builds_summary::test_admitted_failure_publishes_tag_info_without_promoting_channel[True]

Not verified: no real Stable Release dispatch ran with either flag, and
actionlint is not installed on this host. The workflow changes are
checked by the graph tests and by running the phase-result step script.

e8d1fc76ec fix(install): run the installed hermes under the Restricted policy
`irm | iex` runs install.ps1 as text, which execution policy never
checks, but Invoke-InstalledHermes then dot-sourced runtime.ps1 from
disk. That is a file load, and the default Restricted policy (Windows
Sandbox, fresh machines) refused it right after "hermes command
installed". Load the helper from its text instead.

That failure hid a second one on the same path: the `$command` local
was shadowed inside Invoke-Native by its case-insensitive `$Command`
parameter, so `& $command[0]` invoked the scriptblock itself until the
call depth overflowed. Rename the local.

linux_only / macos_only / windows_only were replaced by platforms(...)
and conftest now rejects them, but test docstrings and comments still
explained gating in terms of the old names, which points readers at a
marker they cannot use. Reword them to platforms("<os>") and the
-m platforms lane. ci.yaml's comment already says platforms("windows").

2be53ecd7b fix(encoding): read kernel pseudo-files as plain utf-8
utf-8-sig exists to tolerate BOMs that Windows tooling adds to files
users edit. /proc and /sys files are generated by the Linux kernel, never
BOM'd and absent on Windows, so -sig there only muddies the read/write
policy. Switch every literal /proc/ and /sys/ read to utf-8 and teach
the footgun read rule that string literals starting with /proc/ or
/sys/ are exempt (user-edited files keep utf-8-sig).

845b61f2b8 fix(release): rerun failed stable runs on the failure event, drop the cron
Stable Release Publication ran every 15 minutes (96 runs a day, each
checking out full history, setting up node and buildx, logging into
Docker Hub, and taking the release-signing environment) only because the
sequencer held a failed run for a 15-minute backoff that the failure
event could never satisfy, so the cron was what actually retried.

Drop the backoff: the reconcile pass started by a failed Stable Release
reruns its failed jobs right away. MAX_ATTEMPTS burning, oldest-first
retry ordering, the attempt-entry check, and the needs_retarget repair
stay. The schedule trigger goes; workflow_run and workflow_dispatch
remain the recovery paths.

The shared stable-release concurrency group cannot deadlock: the rerun
waits as pending behind this job, and the sequencer only confirms the
new attempt is queued before it exits and frees the group.

bcabc5b881 fix(install): keep the PowerShell session open when an iex install fails
The documented one-liner, iex (irm .../install.ps1), runs the installer
inside the user's own session. Fail ended with exit 1, so any failed
stage closed the user's PowerShell window.

Fail now throws. The two entry points own reporting and the exit code:
-Stage prints the reason, emits the -Json frame and exits 1, as before;
the full install exits 1 only when it runs from a script file, and under
iex it prints the reason, sets LASTEXITCODE=1 and returns. A scriptblock
literal's File tells the two apart: $MyInvocation.MyCommand.Path names the
caller's script under iex.

PM launchers run python -I, which ignores PYTHONPATH, so the macOS
hermes-desktop-app-update route never loaded the sitecustomize capture hook.
Route PM launchers through pm-launch.py as the Linux driver already does, and
cover the packaged .app shape the macOS route launches.

f43c38affc test(install-e2e): accept the current checker's countless update offer and the macOS installer marker
The current source checker reports updateAvailable with behind null when GitHub
compare cannot count staged commits; the app-update predicate demanded an integer
behind and refused every HEAD->NEXT leg. Require behind > 0 only for the historical
shape without updateAvailable.

v2026.6.19's DMG bootstrap runs the same install.sh that writes .install_method,
so its macOS leg saw a dirty tree. Share the Linux driver's guarded exclude through
source-driver.sh and apply it before every app-driven macOS update.
