b3d4f67b20 test: purge low-value tests, lane py01 (345 removed)
Change-detectors, tautologies, source-reading tests, redundant duplicates,
mock-echo tests and dead/unrunnable tests. Per-test rationale in the lane
ledger (category + reason for every removal).

303bcd804a fix(compression): a timed-out preflight compaction sends a fitting request and prune-commits an over-window one
A turn-start preflight pass whose summary stalled had no deterministic exit: the wrapper handed the
transcript back unchanged, _fail_closed_after_preflight_timeout raised for ANY over-threshold request
(even one that fits the model window — #113646: 99K of a 120K window), the loop labelled it
compression_exhausted, the messaging gateway auto-reset the session (#114594), and the existing
deterministic escalation (DETERMINISTIC_SUMMARY_ROUTE, #112420) was gated on a PRIOR stall in the same
session — unreachable once the first stall had already wiped it. /compress rode the same wrapper, so the
suggested recovery reproduced the same loop.

- request_exceeds_model_window(agent, tokens): one predicate, two consumers.
- Fits the window: the request is sent uncompressed this turn (the cooldown-blocked path already does
  exactly this every turn); the summary-failure cooldown stops the retry from repeating.
- Above the window: the stall retry ladder escalates to the deterministic fallback summary on the FIRST
  stall (old tool results pruned, static handoff committed through the normal lease/fence pipeline).
  compression_exhausted / auto-reset is the last resort, when even that cannot shrink the transcript.
- Per-attempt observable: one INFO line when the summary call is dispatched (model, prompt chars,
  prompt build ms) so a stalled attempt is distinguishable from a slow prompt build.
- Deterministic-rung wording no longer claims "again after a stall backoff".

Live repro (real AIAgent + SessionDB + local OpenAI-compatible stand-in whose summariser never answers
within the idle budget): before — FITS(73K/200K) and OVER(73K/64K) both end failed=True,
compression_exhausted=True, main_calls=0; after — FITS completes with the request sent uncompressed
(main_calls=1), OVER commits the deterministic fallback (103->25 rows) and completes.

53c0df6de9 fix(agent): stop compression retries after host timeout (#98722)
Salvaged from #98741, composed on top of the merged #98424 preflight
fail-closed boundary. A host-ceiling compression timeout is now a typed,
thread-safe outcome consumed by every automatic caller:

- conversation_compression.py: threading.local + per-agent lock timeout
  state (mark/reset/read helpers) upgrading #98424's simple attribute
  where overlapping automatic/manual compression entrypoints matter;
  the _last_compression_timed_out attribute stays as compat mirror.
- conversation_loop.py: the mid-turn pre-API pass and the provider
  overflow (413/400 context_length_exceeded) recovery path end the turn
  with the typed compression_exhausted recovery contract instead of
  re-sending the unchanged oversized request and re-entering compression
  in the same turn.
- run_agent.py/turn_context.py: forwarder resets the typed state per
  attempt; the #98424 turn-start check reads it through the typed helper.

Tests: thread-safety/atomicity of the state helpers, overflow-recovery
non-re-entry, and typed terminal result.

44c362889a test(agent): deflake progress-extension timing per FLAKY policy (re-review #8)
test_progress_extends_idle_budget_until_success raced wall-clock: the
0.1s-idle/0.04s-tick shape left ~60ms of slack per tick, so one slow
scheduler pass on a loaded CI box lapsed the idle budget mid-loop.
Widened to 0.5s idle / 0.1s ticks (5x per-tick margin, total runtime
still <1s) per the FLAKY policy's minimum-margin guidance.

2fb0aa1c0e fix(agent): enforce bounded, surfaced commit-phase waits past context_total_ceiling_seconds
The post-begin_commit() waiter previously called unbounded future.result(),
so the advertised compression.context_total_ceiling_seconds was silently
unenforced for commit-phase hangs. The commit still must complete (abandoning
an in-flight SessionDB mutation would diverge live messages from durable
state), but the wait is now bounded in increments against the remaining
ceiling: on ceiling breach the overrun is logged (WARNING escalating to
ERROR), surfaced once through the user-visible warning channel via the new
on_commit_overrun callback (wired to _emit_warning in run_agent.py), and the
host keeps waiting in bounded slices until the commit finishes.

Documented guarantee (config comment + docs, en/zh): summary phase bounded
by the ceiling; commit phase logged + surfaced if it exceeds it — never
silently hung, never abandoned mid-commit.

Test updated to assert the surfacing fires (previously accepted a silent
over-ceiling wait); adds coverage that a raising overrun callback cannot
break the commit wait.

06c7f9b26f fix(agent): clarify compress_context ceiling is pre-commit only
Once begin_commit() wins, SessionDB mutation cannot be fence-cancelled;
document that context_total_ceiling_seconds covers the summary phase only
and pin the hang-wait contract in tests.

962e4538da refactor: reuse existing utilities in salvaged PR #72424
Three code-reuse fixes applied during salvage:

1. Reuse _relative_time from hermes_cli/main.py instead of duplicating
   the relative-time formatting logic in hermes_cli/status.py.

2. Extract _stamp_hygiene_compression_provenance helper in gateway/run.py
   to deduplicate the two nearly-identical try/except blocks that stamp
   compression timeout/abort provenance in the hygiene path.

3. Add ContextCompressor.record_timeout_failure() method and use it from
   the in-agent compress_context timeout callback instead of re-implementing
   the (60, 300, 900) cooldown ladder inline. The existing summary-LLM
   exception handler already has this ladder — now both paths share one
   method.

Three mechanisms to detect and notify when gateway sessions stall silently:

1. Mid-turn activity heartbeats stamped to SessionDB so hermes sessions list
   and hermes status show progress during long turns without new message rows.

2. Stall watchdog: when a busy session has pending inbound and the shared
   activity clock is idle past agent.session_stall_timeout (default 300),
   log a WARNING and notify the user once to try /new. Notify-only; does
   not kill the turn.

3. Compaction timeout: fenceless compress_context callers get a progress-aware
   host budget (compression.context_timeout_seconds default 120 idle,
   compression.context_total_ceiling_seconds default 600 ceiling). On timeout,
   cancel via commit fence, skip compaction without dropping messages, and
   continue the turn.

Closes #72016 (slices 1-3; slice 4 cumulative SSE stream-retry deadline
remains a follow-up).
