Module-level copy tables and modal choice tuples in cli_billing_mixin.py froze

gateway.exec_approval.* contract keys, so Slack's 3000-char section budget
measures the resolved template. Slack _APPROVAL_DECISIONS/_CONFIRM_DECISIONS,
Feishu _APPROVAL_LABEL_MAP and Matrix _EA_LEGEND/_EA_TYPED_HINT turn into
key tables resolved at click time; the Matrix typed hints become whole
sentences per offered tier instead of spliced fragments. Slack button labels
are cut to 75 chars and select placeholders to 150 after translation; the
model-facing clarify fallback answer ('choice N') stays English while the
card copy localizes.
locales/en.yaml gains the gateway.exec_approval.* contract keys plus the
platform.shared.* / platform.slack.* / platform.matrix.* / platform.feishu.*
namespaces (and the keys for the other adapters wired in follow-up commits).

Google Chat clarify card, typing placeholder, orphan-card labels and the whole
/setup-files reply set (module constants become platform.google_chat.setup_files.*
keys resolved at reply time). The attachment-fallback notice that shipped
hardcoded in Spanish is keyed with an English en value; es.yaml carries the
original Spanish text for those four keys.
Teams approval card header/reason use the gateway.exec_approval.* contract,
_APPROVAL_LABELS becomes a key table resolved at click time, and the meeting
summary writer resolves its section headings/fallbacks per render.
* i18n(platforms): route LINE, WeCom, email, DingTalk, IRC and Home Assistant text through t()
LINE default copy constants become catalog keys resolved in __init__ (the
LINE_*_TEXT / extra.* operator overrides still win); the busy-ack bypass
matcher keys on the leading emoji marker only, so it keeps firing once the
gateway busy heads are localized. WeCom media size/format notices that shipped
hardcoded in Chinese are keyed with English en values and zh.yaml carries the
original Chinese text. DingTalk emotion bubbles resolve per send.
* i18n(cli): route /model switch output and -q status lines through t() (cli.model.*, cli.single_query.*)
Switch-summary labels shared with the gateway reuse gateway.model.* keys
(provider/context/max-output/capabilities/prompt-caching); CLI-only variants
(glyph or no-backtick forms) live under cli.model.*. The hand-padded /model usage
block becomes a (form, description-key) table padded at render time so the
command syntax stays fixed while descriptions translate. -q 'Error:' reuses
gateway.model.error_prefix.
* i18n(cli): route TUI panel/hint/placeholder copy through t() (cli.tui.*)
_APPROVAL_CHOICE_LABELS and _TUI_MODAL_HINTS become key tables resolved at
render time; vault/sudo panel bodies are one catalog value per panel split on
newline; inline plurals use <key>_one/<key>_other. Adds the cli.* namespace
(shared/tui/voice/render/subagents/dock) to locales/en.yaml.
* i18n(cli): voice/wake-word CLI copy through t() (cli.voice.*)
RuntimeError texts raised in _voice_start_recording are human copy (callers
print {e}) and are keyed; the Termux requirement-check match stays English.
Wake state ids stay internal, only their labels localize.

Approval card (header/reason/smart-deny as HTML-escaped properties), inline
button labels, callback toasts (cut at Telegram's 200-char cap), model/choice

inbound-media failure notice now come from the catalog. _UNAUTHORIZED is a
lazy _unauthorized() so the import no longer binds a language. The command
menu carries a language+payload fingerprint (forum scopes re-register on
change) and BotCommand descriptions are cut at 256.

The desktop build regenerated locales/_keys.desktop.json in the checkout, so a
hermes update that rebuilt the app left the tree dirty (Desktop update E2E:
'M locales/_keys.desktop.json'). The key exports are committed artifacts pinned
to en.ts by apps/desktop/scripts/i18n-keys.test.mjs and ui-tui i18n:keys:check;
builds read them, never write them. Regenerated after main's new desktop strings.
* test: unbreak two main-red timing tests the PR merge-ref inherits

occasionally caught that window on the short-lived opener and failed the episode.

Two more spawns inherited the gateway's full environment. The bot
desktop launcher copied os.environ minus the display variables; the
agent drives that desktop and its dock opens xfce4-terminal, so every
provider key and bot token was one click away. The Telegram gmail-triage
buttons ran HERMES_HOME/scripts/gmail-triage/*.sh with no env at all, a
path the agent can write. The desktop now builds from
served_profile_child_env() like the agent browser (keeping the user's
HOME); the triage scripts use build_subprocess_env like cron and
webhook-filter scripts.
The shape rule (a platform prefix plus _TOKEN/_SECRET/_PASSWORD/_KEY) also
matched variables Hermes never reads: the platform list holds plain words
(LOCAL, GATEWAY, WEBHOOK, SLACK), so a user's SLACK_USER_TOKEN,
LOCAL_LLM_API_KEY or GATEWAY_API_KEY vanished from the terminal and
terminal.env_passthrough could not bring them back. The prefix census it
leaned on also failed open (an unreadable plugins dir cached an empty set).
Adapter secrets now come from what adapters declare: password entries of
the messaging OPTIONAL_ENV_VARS (built-ins plus every platform plugin
manifest) and secret-named keys of the gateway env-override table, both
Tier 1 and refused by passthrough; plus the secret-named required_env of
adapters registered in the current profile scope, read per spawn without
loading deferred adapters, Tier 2 only because required_env is an
unchecked setup list. Secrets nothing declared get a manifest entry
(TELEGRAM_WEBHOOK_SECRET, PHOTON_SIDECAR_TOKEN, A2A_PUSH_SECRET,
TEAMS_GRAPH_ACCESS_TOKEN, TEAMS_INCOMING_WEBHOOK_URL) or join the
policy's read-in-code list (QQ_STT_API_KEY, the two MSGRAPH names).
* refactor(plugins): remove the Sep 2026 decomposition compat layer on schedule
The PLUGIN-COMPAT layer (2776813df3 + d63e380324 + 0a5164cebe) kept pre-#102117 import paths
alive for external plugins until 2026-09-14. That window closed two weeks ago; since then the loader
has already been skipping plugins that use the old paths. This removes the layer itself:
- 328 appended `PLUGIN-COMPAT` blocks (lazy `__getattr__` pointer tables, re-exported third-party
names, restored dead definitions) and the three re-export stub modules
(gateway/startup_watchdog, hermes_cli/observability/relay_runtime, tools/environments/modal_utils)
- COMPAT_MANIFEST.md, compat_manifest.json, scripts/check_compat_pointers.py and its lint step
- the reporting surfaces: CLI banner notice, `hermes plugins compat`, the `hermes doctor` section,
the post-update notice, the Desktop one-time dialog, the loader's pre-import skip and the
`plugins.allow_deprecated_imports` escape hatch
An external plugin that still imports an old path now fails to load with its ImportError as the
reason in `hermes plugins list`, the same path as any broken plugin.
hermes_cli/plugin_compat.py stays as three inert stubs (compat_report, removal_in_effect,
summary_lines): an already-running pre-removal `hermes update` lazy-imports them after the checkout
swap (tests/compat/old_updater_surface.json).
In-tree fallout, both already dead: hermes_cli/setup.py::_check_espeak_ng (no callers; its
`shutil` came from a compat block) and gateway/config.py::SessionResetPolicy ("retained solely for
the scheduled plugin-compat window"). Two test_run_agent patches targeted the removed
`run_agent.handle_function_call` pointer; they now patch `model_tools.handle_function_call`, the
seam production reads, like every sibling test in that file.
* chore: retrigger CI (zero-job startup_failure phantom)
* test: drop resolution allowlist rows for the two deleted which() sites
hermes_cli/setup.py::_check_espeak_ng (dead) and tools/skillevaluator_scan.py::scanner_available
(a restored definition inside a PLUGIN-COMPAT block) no longer exist; the stale-row gate requires
their allowlist entries go with them.
The model-picker fix added a second copy of the choice picker's auth
check, and each copy rebuilt the callback ctx that _handle_callback_query
had already computed as `cb`. The chat-id picker loop is the only route
into both handlers. Gate there once with the existing cb, so a picker
added to that loop later is covered without anyone having to copy the
check again. Fail-closed behaviour is unchanged: _callback_authorized
returns True only for an authorized tapper and answers the denial text
otherwise. The back-button test calls the handler directly and no longer
needs its auth stub.

Model picker taps (mp:/mpg:/mpv:/mm:/mc:/mb/mx/mg:) never went through the
callback allowlist, so a group member who is not allowlisted could tap the
owner's /model picker and switch the owner's session or config model. Gate
the handler on _callback_authorized like the choice-picker, approval and
clarify buttons, before any picker state is read.
Ported from #33859 (gateway/platforms/telegram.py) to the plugin adapter.

Telegram's per-(chat_id, status_key) status-message cache grew without
bound; give it the same _STATUS_MESSAGE_IDS_MAX=2000 FIFO half-trim the
Slack adapter already has. In both adapters, guard the post-await write-back
after a successful edit with a compare-before-write (only re-store the id if
the cached entry is still the one we edited) so an eviction or replacement
that happened during the await is not undone.
Partial salvage of #87480: kept the Telegram bound and both compare-before-write
guards (re-applied by hand, 17586 behind), defined the max as a class attr
like Slack instead of an instance attr, dropped the 4 new tests.

Completed update IDs lived only in the adapter's memory. The gateway
reconnect watcher builds a new TelegramAdapter and connects it with
is_reconnect=True, which keeps Telegram's pending queue, and a new PTB
Updater polls from offset 0. Telegram then resends every update whose
acknowledgement (the next getUpdates offset, or the cleanup call in
Updater.stop) never landed, and the fresh adapter admitted them again.
Write completed IDs to telegram_update_receipts_<bot_id>.json in the
adapter's Hermes home and seed admission from it once per bot. Receipts
older than 24h are dropped: the Bot API keeps unconfirmed updates no
longer than that, and it keeps the lookup clear of the random ID restart
Telegram may do after a week without updates. Writes are coalesced and
run off the loop; disconnect waits for the last one.

A plugin that finished loading after an adapter connected never got its platform
handlers (slash commands, button callbacks, inbound transforms) registered until a
gateway restart, silently. Three pieces, one seam shared by every surface:
1. Discovery listener: PluginManager.on_plugin_loaded(cb) fires from INSIDE
discover_and_load for the plugins a sweep newly loaded (diff of the loaded set),
with a per-plugin activation summary (hermes_cli/plugins_activation.py):
activated_now {gateway_commands, gateway_transforms, hooks, callbacks} vs
deferred {tools, prompt, mcp_servers}. Every mid-run load path now performs a real
discover_plugins(force=True): CLI install/enable (via the gateway), Desktop/TUI
plugins.manage install/toggle/update, dashboard REST install, tool-triggered
force re-discovery, the new `reload-plugins` control-socket verb. A non-forced
discover_plugins() short-circuits on _discovered, which is why reload.mcp after
a mid-run install used to reload the OLD server set.
2. Idempotent re-wire: BasePlatformAdapter.rewire_plugin_handlers() runs only
factories not yet wired on the live native client (keyed (plugin, qualname);
a force reload hands back new function objects). Telegram hoists late handlers
ahead of core's catch-all filters.COMMAND / CallbackQueryHandler (PTB dispatches
the first match per group) and re-wires on the transient-init rebuild; Slack
dedupes register_slack_action_handler per AsyncApp. The gateway runner
subscribes per served profile and re-wires on the loop.
3. Scope limit + honest messaging: handlers only. Tools/prompt stay deferred to
the next session (prompt-cache invariant), MCP servers to mcp.reload; the CLI
hint and plugins.manage results (activation, gateway_reloaded,
restart_required only when no gateway answered) say exactly that.
`record`/`record_media` do a read-modify-write of the JSON index ending in
`atomic_json_write`/`os.replace`, and every coroutine on the WhatsApp Cloud,
WhatsApp bridge and Telegram send/inbound paths called them inline on the
loop thread, stalling the whole gateway for a filesystem write nothing
awaits. Add `record_async`/`record_media_async` as thin
`asyncio.to_thread` wrappers (same precedent as
gateway/channel_directory.py) and await them from the seven coroutine call
sites; the sync functions stay for sync callers. The write completes before
the await returns, so lookup-after-send behaviour is unchanged.
Salvaged from #118883 by @Kyzcreig; re-shaped onto asyncio.to_thread (no
writer thread, no in-memory shadow, no queue), plus the missed
plugins/platforms/whatsapp/adapter.py record_media site.
`gateway.sticker_cache._save_cache` ends in `atomic_json_write` -> `os.replace`,
whose duration is unbounded under filesystem pressure. Its only production
caller is Telegram's `_handle_sticker` -- an inbound-message coroutine -- so
every sticker that missed the cache paid that rename inline on the event loop,
stalling every other adapter and every in-flight turn in the process for its
duration.
Adds `cache_sticker_description_async`, which dispatches the existing sync form
via `asyncio.to_thread`; the Telegram call site awaits it. The sync form keeps
its exact contract and is what the wrapper dispatches to, so it is unchanged for
non-loop callers.
`cache_sticker_description` is a read-modify-write (`_load_cache` -> merge ->
`_save_cache`). `atomic_json_write` makes each WRITE atomic, not the TRIPLE.
While the call was inline the event loop serialized every caller and the race
could not be observed; moving the write to a worker thread introduces real
concurrency, so `_CACHE_LOCK` is added in this same commit rather than deferred.
Tests use no wall-clock thresholds. The liveness witness is ORDERING: the rename
is held open on a barrier released only by a background timer, and the sibling
task must have ticked BEFORE that release. Verified RED first:
- revert `asyncio.to_thread` to an inline call -> 2 failed
("the cache write ran on the event-loop thread")
- revert `_CACHE_LOCK` -> the concurrency test fails on the DURABLE FILE:
"lost an entry ... keys = ['uid_a']"
`test_gate_proof_the_sync_form_does_block_the_loop` drives the identical barrier
through the sync form and asserts the loop DOES starve, so the liveness
assertion cannot pass vacuously.
GREEN: sticker off-loop + existing sticker cache tests -> 10 passed;
`tests/gateway -k "sticker or telegram"` -> 937 passed, 4 skipped; Ruff clean.

`hermes_cli.config.atomic_config_write` is now THE config.yaml writer: it delegates to
`utils.atomic_roundtrip_yaml_save` (ruamel round-trip), which merges the new state onto the
on-disk document so user comments, key order, quoting and blank lines survive every write.
Why: config.yaml is hand-edited and commented, and every writer that re-serialised the parsed
dict through PyYAML (`save_config`, `config set/unset`, migrations, plugin bookkeeping, auth
provider reset, credential scrub, channel strip, backup restore, profile seed, telegram topic
persistence) destroyed those comments — and `save_config` re-appended the stock boilerplate on
top (#92554, #63039, #50698, #109611, #107511, #66752). The round-trip writer existed
(tui_gateway only) but nothing else used it, so each new writer regressed the class.
- save_config / _write_user_config / atomic_config_write -> round-trip merge; the commented
example blocks are appended only when the file is created.
- round-trip merge only reassigns nodes whose value changed (element-wise for lists), so an
untouched scalar/list keeps its inline comments; YAML 1.1-ambiguous strings (off/yes/no...)
are force-quoted at every depth; duplicate keys are tolerated like PyYAML.
- direct PyYAML writers in auth.py, credential_lifecycle.py, profile_channels.py, backup.py,
profiles.py, telegram adapter and tui_gateway/server.py now call atomic_config_write.
Keep one adapter-owned update claim across core, observer and native plugin
handlers. Release failed preparation, but retain queued or externally handed-off
work through cancellation and PTB task completion.

Branch semantics kept where main and PM disagree: update_cmd_deps.py,
constraints-termux.txt, the Electron update-api-check module and the
post-swap hand-off test stay deleted; the pending-fleet-restart catch-up
and the local_runtime tag/download ladder stay retired (PM owns engines).
Ported from main onto the branch's shape: profile_scoped_chore for the
auto-archive and plugin-update housekeeping chores, the local-runtime
cross-process boot lock and residency cap, the checkpoint tmp_pack sweep,
the cua daemon-liveness status probe, the remote-served Desktop update
flag (posix.sh / windows.ps1), sign-in for env-pinned remote gateways
(urlDisabled on RemoteSetupFields), the uvloop extra split (uvicorn
without [standard]), and the umask-scoping spawn test.
uv.lock regenerated with pm.build_env --lock-only; new utf-8 reads from
main switched to utf-8-sig (check-windows-footguns).
An interim edit skipped because the chat's shared send+edit slot was busy
returned a plain SendResult(success=True), so the stream consumer recorded
the never-shown text as _last_sent_text and reset _flood_strikes. A later
turn-final flood then saw _visible_prefix() == final text and either marked
the turn delivered or entered fallback with an empty continuation — the user
never saw the tail. The adapter now flags the skip in
raw_response={"skipped": True} and _edit_existing leaves the visible prefix
and flood state untouched, so the next tick retries and a flood fallback
re-sends exactly the unseen tail.
Telegram counts an editMessageText against the same per-chat allowance as a
sendMessage, but streaming previews paced only edits (DEFAULT_STREAMING_EDIT
_INTERVAL = 0.8s = 1.25 msg/s into one chat before any reply was sent) —
83% of measured flood penalties. One shared slot per chat: a send WAITS for
its slot (skipping would drop a message), an interim edit is SKIPPED (the
next tick shows the same text anyway), and the final edit is never gated
(the answer is never withheld). A per-adapter tuning knob keeps the slot
available to tests that model instantaneous bursts.
`sendVideo` gives back `width=320 height=320 duration=0` with no thumbnail once an
upload is large enough that Telegram skips its own video processing, and clients
then draw the message as a square tile — for portrait reels and 16:9 clips alike,
even though the delivered file itself is correct.
Measured on one 6 s 2560x1440 clip, inspecting the Bot API response: 4.9 MB and
9.8 MB keep `2560x1440` / duration 7 / a 320x180 thumbnail; 14.8 MB, 19.4 MB and
23.0 MB degrade to the square placeholder; the same 23.0 MB file sent with
`width`/`height`/`duration` plus a JPEG `thumbnail` comes back `2560x1440` with a
320x180 thumbnail.
Probe the local file with ffprobe and attach a 320px-wide JPEG frame from it, on
both Telegram send paths: the gateway adapter's `send_video` and the standalone
`hermes send` media sender. Both helpers return nothing when ffmpeg/ffprobe is
unavailable, which keeps the previous behaviour for hosts without them.
The dm_topics "not a forum" warning and the matching docs section told
users to tap the bot's name in the DM and toggle "Topics" in chat
settings. That toggle only exists for group forums; a bot DM has no
such control. The actual prerequisite is Threaded Mode, enabled by the
bot owner via the BotFather Mini App (Bot Settings -> Threads
Settings) -- already documented correctly a few sections later in the
same file, under the /topic prerequisites.

With `require_mention: true` + `bots_require_mention: true` + wake words in `mention_patterns`, a message
authored by another Hermes bot that addressed this bot by name matched no dispatch path (the
bot-to-bot loop breaker skips it) and was also refused by the observe gate (`mention_patterns`
matches are assumed dispatched), so it vanished from both paths with no log line.
Factor the loop-breaker predicate into `_bot_sender_suppressed` and consult it in
`_should_observe_unmentioned_group_message`, so every message the dispatcher drops because of
`bots_require_mention` is kept as observed context instead of being lost (#115119).
Conflicts resolved toward the PM model: main's lazy_deps/update_cmd_deps/npm
stamp machinery stays deleted (PM + scripts/build/node-deps.mjs own it), the
systemd ExecStop stop-mark rides the installation launcher, legacy
linux_only/macos_only/windows_only markers are rewritten to platforms(), and
finalize_update_receipt carries pending manual-serve obligations forward
again (lost when the ContextVar receipt rewrite crossed c0aa3ce354).
Test harness: the real-home I/O guard exempts /proc/<pid>/fd metadata reads
(deleted-WAL holder scans) and run_tests.sh drops ~/.hermes PATH entries so
shutil.which() cannot trip the tripwire.
Gate review: TelegramAdapter kept a same-named override with a weaker contract (no finite
guard, negatives clamped instead of reset), so the hierarchy had two parsers under one name.
Both Telegram callers pass explicit bounds; the base method is a strict superset for them.
The cadence test now pins the behaviour (≤ 0.5 s / ≤ 1.0 s) instead of echoing the constant.
Gate review: the fix left three adapter-private copies of `_coerce_float_extra` and the
0.3/2.0/1.0/4.0 cadence literals in three files. The parser and the cadence constants now
live on BasePlatformAdapter beside the delay attrs they configure; WhatsApp and Weixin call
`_configure_text_batch_delays()`, Telegram reads the same constants through its env helper.
The clamp test is parametrized over both adapters and the Weixin docs name the ceilings.
Reusing `_MEDIA_SEND_READ_TIMEOUT` (60 s) as the whole-call deadline turned
httpx's per-phase stall budget into a bandwidth cap: a 20 MB video on a
~2 Mbit/s uplink (~80 s) that succeeds today would fail. `_MEDIA_SEND_DEADLINE`
= 300 s covers the 50 MB Bot API cap at ~2 Mbit/s plus connect and sendVideo
transcoding, and is >2x the summed httpx budgets (pool 8 + connect 10 +
media_write 60 + read 60 = 138 s), so it only fires on a socket that has
stopped raising. Abandon-inside-lock semantics documented at the constant.
No Bot-API write in the adapter was under a wall-clock cap — text sends,
edits, drafts and media uploads relied solely on httpx socket timeouts,
which do not fire when a shielded httpcore socket wedges (same class as the
getUpdates hang in #92991). A stuck send then pinned `_chat_send_lock` and
the loop. Wrap every send/edit/draft in `_await_with_thread_deadline`
(`_TEXT_SEND_DEADLINE`) and both media paths in
`_send_with_dm_topic_reply_anchor_retry`; the helper gains a `label` and a
descriptive TimeoutError message.
Half A of #115280; Half B superseded by #116134 / contradicts #75017.
The cold-boot queue policy was computed inline at both start paths, and the
default (drop) was silent — a command sent while the gateway was offline
vanished with no log line (the second half of #71811).
One helper now owns the decision and logs it on every cold boot, so an
operator can tell which policy applied. Behaviour is unchanged.
Conflicts resolved toward the branch: PM owns dependency preparation, the
Windows shim re-exec/hand-off path stays retired (main's shim-parent wait,
gateway-resume env token and update_cmd_deps tests dropped), docs describe
the PM update flow. The docker workflow parks install-stamp.json around the
toolchain step instead of deleting it so tests/docker can compare provenance.
Every adapter-side lane (text/photo/album batch dicts, _active_sessions, the
busy guard, /stop /new /reset and clarify replies) derived its session key
before the receiving bot's identity was known, so two bots seeing the same
Telegram chat.id == user.id collided on one agent:main lane and a route to an
unserved profile still reached the default lane's running task.
BasePlatformAdapter._canonicalize pins the RoutingIdentity (via the new
session_identity.canonical_identity seam) as the FIRST statement of
handle_message, _enqueue_text_event, _handle_message_while_active, Telegram
_route_photo_event and every _source_session_key; _drop_unresolved drops a
rejected route at the first seam with one WARNING. Topic recovery copies the
source through replace_source so the identity travels; Slack thread sources go
through build_source so the thread key carries the same provenance.
A secondary-owned Yuanbao bot keyed its per-group dispatch queue and RecallGuard
entries with the free `build_session_key(source)` — no profile, so `agent:main:` —
while `handle_message` popped under `agent:<owner>:`. Two derivations of one
identity: the group queue was shared across bots and the RecallGuard entries
leaked. Weixin, Telegram's photo batch, Slack's thread key and Raft's wake key
each carried their own copy of the call as well.
Every adapter-side key now comes from `BasePlatformAdapter._source_session_key`
/ `_event_session_key` (owner namespace, runner-seeded isolation flags, and —
after the RoutingIdentity PR — the pinned identity). Weixin's `_text_batch_key`
override is deleted (the base does the same). Slack's thread key reads the
isolation flags from the adapter config the runner seeds, not the store's.
Lint: pattern P32 in `scripts/ci/profile_scope_patterns.json` flags
`build_session_key(` / `SessionSource(` under `gateway/platforms/**` and
`plugins/platforms/**` except `platforms/base.py`; the checker gains an optional
`path_regex` per pattern. Advisory, like every other pattern.
Phase 2 of #88715.
A reply past 4,096 chars goes out as several sendMessage calls. When chunk 2 was
refused by flood control (RetryAfter past the 5s inline cap) send() returned the
bare flood_control result, so _send_with_retry re-sent the WHOLE payload after
the wait: the user saw chunk 1 twice (reporter: 4 messages, 686 duplicated words),
and paths without a ledger row lost the tail outright.
- send() now reports a mid-split refusal through the existing partial_overflow
contract (the key _edit_overflow_split already sets and the stream consumer
reads): delivered_chunks / total_chunks / last_message_id, plus
undelivered_chunks + delivered_message_ids ONLY when non-delivery is certain
(flood cap, Bot API rejection, connect/pool timeout) — an ambiguous TimedOut may
have reached Telegram and is never resumed from.
- BasePlatformAdapter._send_with_retry resumes from the remainder via a new
_resume_partial_send hook (default None = keep the partial failure, never
re-send the head; the plain-text fallback is skipped for partials too). The
Telegram override sends the leftover formatted chunks, continuing the id sequence.
- Per-chat FIFO send gate, reentrant per asyncio task (media paths nest), held
only around the API calls — never across the reconnect wait — on send() and the
media funnel, so concurrent replies to one chat no longer interleave chunks.
- A flood refusal arms a per-chat cooldown (mirrors the sendChatAction cooldown,
capped 300s); sends inside the window fail closed locally with the same
flood_control:<s> result and no API call, so ledger recognition and redelivery
timing are unchanged.
- Edit path: log "refusing (retry_after Ns > cap)" after the cap check instead of
"waiting Ns" followed by no wait.
Live against a local fake Telegram Bot API with a fake token (RetryAfter=7 on
chunk 2 of a 3-chunk reply): before 4 messages / 324 duplicated words; after 3
messages, 853/853 words, 0 duplicated, 0 lost. Two concurrent 3-chunk sends:
before 9 source switches, after 1. Five sends inside a refused window: before 5
API calls, after 0.

The Feishu fix on this branch populates MessageEvent.media_text_inlined so
run_inbound's document note stops claiming "Its content has been included
below" when a text attachment was NOT inlined (>100 KB gate or decode
failure); run_inbound treats a missing flag as inlined. Telegram, Discord,
Slack, the WhatsApp bridge adapter and whatsapp_cloud inline "[Content of
…]" the same way but never set the flag, so their notes lied on the
skip path. Mirror the Feishu/buzz per-attachment contract in each: False
for every cached attachment, flipped to True only when the text was
actually injected.
One parametrized (small→True / large→False) test per adapter in the
existing per-platform test files.
send_slash_confirm cut the RAW message to 3800 chars and only then ran format_message,
whose MarkdownV2 escaping expands text (3800 dots -> 7600 chars), so the button card could
still exceed the 4096 cap and fail exactly like the approval card this branch fixed. It now
fits the message with the shared _ea_fit bisection measured after format_message (the
suffix's own rendering is reserved from the budget).
_ea_fit takes an optional `escape` renderer (default _ea_escape) and measures in the
adapter's message_len_fn units, and the Telegram command budget sums the framing with
utf16_len, so astral chars (emoji) are budgeted the way the adapter's 4096 chunker counts
them (len() undercounted them by half).
Tests: slash-confirm preview for a 3800-char message and the approval card for an
emoji-dense command both stay <= 4096 UTF-16 units (red before, green after).
Telegram truncated the command to 3800 RAW chars and only then html.escape()d it, so a
command heavy in `&`/`<`/`>` rendered far past 4096 chars; the framing (header, <pre>,
reason label, deadline, smart-deny line) sat outside that budget and the reason itself
was unbounded. Telegram answered "Message is too long" and the gateway fell back to the
text /approve prompt.
- `BasePlatformAdapter._ea_fit`: the shared exec-approval core now measures both the
command preview and the reason after `_ea_escape` (bisection on the raw prefix; the
escaped length is monotonic) — identity for non-escaping platforms.
- Telegram computes the command budget from `MAX_MESSAGE_LENGTH` minus the rendered
framing and escaped reason (the same idiom Discord and Slack already use) and bounds
the reason at 500 escaped chars.
Live against a local fake Telegram Bot API (fake token) rejecting text > 4096:
before, 3700 x "&" sent 18670 chars → 400 → /approve fallback; after, 4093 chars,
inline keyboard delivered.

Squash of the 54 commits on victor-kyriazakos:feat/user-channel-warning-suppression
(PR #112302, head f45c640e55) so the contributor's authorship survives a rebase-merge;
the commits interleave with a cron delivery-ledger rework that the salvage removes in
follow-up commits, so per-commit cherry-picks were not practical.
Adds display.suppress_warning_notifications (global + per-platform, default false):
one resolver (gateway/warning_notifications.py), BasePlatformAdapter.emit_warning /
emit_media_warning / warning_text, a notification_category classification carried
through wakes, queues and persistence, and render/present boundaries for CLI/TUI.
Reconcile plugin declarations and validation through PM's atomic generation publication; preserve external runtimes, target markers, and conflict refusal. Keep one source-update completion owner and port upstream lifecycle changes to the PM desktop/runtime paths.
_schedule_polling_recovery promised the gateway 'stays alive and will retry' for every error, but a _PollingStallError goes straight to _go_fatal_network (supervisor rebuild). Branch the wording on the error type, drop the watchdog's own pre-log so a stall yields exactly one error-level line (from _go_fatal_network), and carry stalled_for/generation in the stall error text instead. Test module docstring and test name updated to match the hand-off semantics.
Hoist the `_PollingStallError` check in `_handle_polling_network_error` to
right after the teardown/fatal guard, before the retry counter increment,
the exponential sleep, `_stop_updater_or_go_fatal` and both connection
drains. Use a plain `isinstance` (both raise sites construct the error
directly; nothing wraps it). The stall test now also asserts no sleep, no
retry-counter bump, no in-place `updater.stop()` and no drain.
WHY: the check sat after `await asyncio.sleep(delay)` (5-60 s), the
counter bump and a bounded `updater.stop()` (up to 15 s), so a gateway
already confirmed deaf stayed deaf 5-75 s longer and consumed a retry
slot for something that is not a retry.
The in-place `updater.stop()` before the handoff is dropped deliberately:
`_go_fatal_network` -> `_handoff_polling_fatal_error` -> supervisor
rebuild runs `disconnect()`, which performs the same bounded
`updater.stop()` (`_UPDATER_STOP_TIMEOUT`, falls through on timeout) plus
`app.stop()/shutdown()`, so stopping here only duplicated that work on the
slow path. Docstrings for `_handle_polling_network_error` and
`_check_polling_stall` no longer describe the stall as a reconnect-ladder
escalation.
`_check_polling_stall` hand-rolled the body of `_schedule_polling_recovery`
(set `_send_path_degraded`, `_mark_degraded()` when running, spawn
`_handle_polling_network_error`). Call the helper instead, matching the
post-reconnect verifier stall site.
WHY: one recovery entry point keeps degraded-state marking and the
"polling degraded (reason)" log line consistent across every scheduler.
The helper's early-return guards (`_teardown_started or has_fatal_error`,
`_recovery_in_flight()`) are already asserted at the top of
`_check_polling_stall` with no await in between, so they are no-ops here
and behaviour is unchanged.
