ff202c3fe7 feat(plugin-catalog): add hermes-codex-resets 
Codex Resets: a Hermes Desktop plugin that shows the time since OpenAI last
reset Codex usage limits in the status bar, and a small card when a new reset
lands. Desktop UI only, pinned to v0.1.0.
