8bb3496d2e fix: re-pin apify plugin to the git-clone loader fix 
Bumps the catalog pin to apify/apify-hermes-agent-plugin@07b2146, which
fixes the shim's ImportError under Hermes' git-clone plugin loader
(NousResearch/hermes-agent#114254).
