`agent/shell_hooks.py::_parse_pre_tool_call` translated only the block and
modify dialects, so a shell hook printing the documented
`{"action": "approve", ...}` parsed to None and the tool ran with no approval
prompt — silently, with exit 0, valid JSON and `hermes hooks doctor` green.
The Python-plugin side already accepts approve and routes it through
`_resolve_block_from_details` → `request_tool_approval`; the shell parser now
yields the same `{"action": "approve", "message"?, "rule_key"?}` shape (optional
fields kept only as non-empty stripped strings), so `hermes hooks test` prints
it under `parsed:` and the dispatcher escalates it. the `decision` dialect's
`{"decision": "approve"}` means auto-ALLOW, not "ask a human", so it is
deliberately not mapped; that dialect has no top-level ask dialect to mirror.
Slim redo with credit: #92562 (earliest) bundled a larger policy-authority
rework; #110325 carried the same parser change plus an unrelated rule_key
default change and 10+ tests.

Branch semantics kept where main and PM disagree: update_cmd_deps.py,
constraints-termux.txt, the Electron update-api-check module and the
post-swap hand-off test stay deleted; the pending-fleet-restart catch-up
and the local_runtime tag/download ladder stay retired (PM owns engines).
Ported from main onto the branch's shape: profile_scoped_chore for the
auto-archive and plugin-update housekeeping chores, the local-runtime
cross-process boot lock and residency cap, the checkpoint tmp_pack sweep,
the cua daemon-liveness status probe, the remote-served Desktop update
flag (posix.sh / windows.ps1), sign-in for env-pinned remote gateways
(urlDisabled on RemoteSetupFields), the uvloop extra split (uvicorn
without [standard]), and the umask-scoping spawn test.
uv.lock regenerated with pm.build_env --lock-only; new utf-8 reads from
main switched to utf-8-sig (check-windows-footguns).
A hook declared as `command: "~/.hermes/agent-hooks/x.sh"` — the shape every
example in website/docs/user-guide/features/hooks.md uses — cannot start on
Windows. _spawn() shlex.splits the command and Popen()s it with shell=False, so
the kernel reads the shebang on POSIX but CreateProcess on Windows receives a
text file and answers WinError 193. The hook then reports no returncode, which
a fail_closed gate treats as a failure and every other consumer silently skips.
Route a first argument that is an existing file with a mapped suffix through its
interpreter, reusing tools.environments.local._find_bash() so the resolution
keeps the ordering that avoids WSL's bash.exe (#115124) and surfaces Git-for-
Windows' own guidance when it is absent. POSIX argv is untouched. Suffixes we
cannot resolve an interpreter for still fail, but the diagnostic now names the
remedy instead of the OS's localized complaint.
Repairs five of this file's tests that have been red on native Windows
(TestCallbackSubprocess x4, hooks TestHooksTest::test_fires_real_subprocess_and_parses_block);
the two that stay red are drive-letter/`~` tokenization, which #68508 owns.
Verified on Windows 11 26200 / cp936 with real subprocesses: bare .sh, .bash and
.py hooks execute and carry their exit code; a missing path still reads
"command not found"; `git --version` is unaffected.
- 15 `MERGE-CHECK:` conflict-resolution comments removed from prod code (two were
TODOs already done: the utf-8-sig sessions.json read lives in session_persistence,
the pm-aware cron script helpers in scheduler_script).
- 49 imports the branch left unused (ruff F401, none present at the merge base,
none inside PLUGIN-COMPAT blocks). update_cmd's frozen-surface re-exports are
trimmed to the names tests/compat/old_updater_surface.json actually lists under
hermes_cli.update_cmd; the rest resolve through hermes_cli.main.__getattr__.
- tools/environments/local_gitbash_probe.py: nothing imported it once _find_bash
delegated to pm.shell().
- Three try/except wrappers around calls that cannot raise (install_truststore,
get_hermes_home, and a duplicated except clause in supermemory).
0dfb4234 made every mode-less atomic write follow the process umask for NEW
targets, restoring what open("w")-based writers did. Ten of the folded sites
were not open("w") writers: they created the file through mkstemp and never
chmod'd, so on main a fresh file was 0600 regardless of umask (bot mailboxes,
relay inbox, turn markers, sessions.json, cron jobs/output, banner snapshot,
plugin toolset cache, presets, shell hooks, install id). CI caught the loosening
in tests/tools/test_bot_live_owner_delivery.py (st_mode 0o077 bits set).
Pass mode=0o600 explicitly at those ten sites; the umask default stays for the
sites that were open("w") on main. Invariant test exercises two real writers.
Each copy re-implemented temp+replace by hand and lacked one or more of
fsync, symlink preservation, atomic_replace's Windows-contention retry and
EXDEV/bind-mount fallback, mode preservation, or interrupt-safe temp
cleanup. Three (gateway/session_persistence, cron/suggestions,
agent/shell_hooks) were verbatim inlines of utils._atomic_write; two
modules defined their own directory-fsync helper, now utils.fsync_directory.
plugins/google_meet/_jsonfile.write_json_atomic is deleted (callers use the
canonical helper directly).
Behavior change: every one of these writers now fsyncs the payload, keeps a
pre-existing target's mode, cleans its temp file on BaseException, and
survives Windows AV/indexer contention and cross-device renames the way
config writes already did. cron/suggestions.json is 0600 from creation
(previously chmod'ed after the replace). Skipped on purpose: cron/jobs.py
two-phase staging, gateway/status._write_json_excl (create-only lock),
kanban_transfer staging (not atomic writers); tools/skill_usage.
_write_suppressed_names lives inside a PLUGIN-COMPAT block.
Preserve upstream fixes without restoring retired dependency installers.
Run configured-feature checks in the selected build interpreter. Reuse a
supported base Python during bootstrap, and preserve durable backup media.
Refresh the dependency lock through PM. Keep the frozen historical import
surface unchanged. Adapt incoming native tests to the platform markers.
Verification: the incoming 86-file pass found two fixture mismatches;
both passed after correction. Targeted PM/update/compatibility checks,
Electron and renderer typechecks, and desktop tests passed.
Native Windows/macOS update journeys and the full suite remain unrun.
The two inline comments on the BaseException branch restated what the code
does; keep only the reason the branch exists (own process group means the
terminal's SIGINT never reaches the hook).
_spawn puts the hook child in its own process group on POSIX, so the
terminal's SIGINT never reaches it and only _spawn's own cleanup can stop
it. That cleanup sat in `except Exception`, and KeyboardInterrupt is a
BaseException — Ctrl+C during a hook skipped kill_process_tree entirely
and left the hook (and anything it forked) running.
Catch BaseException, run the existing tree kill and drain, then re-raise
anything that is not an Exception subclass so KeyboardInterrupt and
SystemExit still reach the caller unchanged. Every other return path is
untouched.
Follow-up to #84901, which added the same cleanup for the timeout path.
The regression test mirrors the existing real-subprocess tests in
tests/agent/test_shell_hooks_tree_kill.py: it interrupts the process once
the hook is confirmed running, then asserts both that KeyboardInterrupt
propagates and that the hook pid is gone. Verified RED on the unfixed
tree (that test alone fails, the other five pass) and green with the fix.

One multiplexed gateway process serves every profile, but several per-turn
reads still went through state frozen from the LAUNCH profile:
- `_current_max_iterations` re-bridged `agent.max_turns`/`sessions.*` from the
module constant `_hermes_home` into one process-wide HERMES_MAX_ITERATIONS,
so every secondary ran with the default profile's turn budget. A routed turn
(HERMES_HOME override) now resolves `agent.max_turns` from its own config.
- `_refresh_fallback_model` read `_hermes_home/config.yaml` into one runner-wide
slot, so secondaries fell back through the default's provider/model with their
own keys. It now reads the active gateway home and keeps a last-known-good
chain per home.
- `_load_prefill_messages` resolved relative paths against the launch home.
- `agent/auxiliary_client._AUTH_JSON_PATH` was an import-time constant, so a
secondary's compression/title/vision calls authenticated to Nous with the
default profile's token when it had no pool entry. Resolved per call via
`hermes_cli.auth._auth_file_path()` (patched constant still wins in tests).
- `gateway/hooks.HOOKS_DIR` was frozen at import and one `HookRegistry` was
loaded outside any profile scope, so secondaries' `hooks/` never ran and the
default profile's handlers received every profile's messages, responses and
user ids. `HOOKS_DIR` now resolves per call (salvaged from #56508) and the
runner holds one registry per served home, picked from the active scope at
emit time and front-loaded under each secondary's startup scope.
- Shell-hook subprocesses inherited the launch `os.environ` (default HERMES_HOME
and the default profile's secrets). They now get the routed HERMES_HOME via
`build_subprocess_env`, scrubbed under multiplexing, and the stdin payload
carries `profile` so one script can tell which profile fired it.
- Media-delivery policy (`gateway.strict`, `media_delivery_allow_dirs`,
`trust_recent_files*`) was bridged once into env at startup and read from env
per delivery; under a HERMES_HOME override the validator now reads the routed
profile's config. Single-profile runs keep the env-bridge contract.
Audit: /tmp/mux_audit F3, F4, F6 (auth.json half), F7, F12 (media). Live repro
(temp HERMES_HOME A with profiles/B): before, B saw max_iterations 7,
fallback A/fallback, TOKEN_A, A's hooks, strict=A; after, all B's values.
Merge upstream b1f003e186 while preserving PM runtime ownership and
Python 3.14 worker startup, Windows signing, and macOS wait recovery.
Keep retired runtime modules deleted. Port upstream updater preflight
checks into the checkout strategy and preserve live build logging.
Carry checkpoint filename handling and process recovery into the current
module layout. Regenerate locks and adapt incoming platform test markers.
Focused Python and JavaScript tests, desktop and root-test typechecks,
conflict-path lint checks, lock validation, and retired-import checks pass.
The full test suite and packaged release builds were not run.
Carry the existing write fence across Hermes-owned spawn boundaries without
dropping board routing or changing credential policy. Grant dispatcher and
managed tool runtimes explicit task scope; align CLI task mutations with tools.
Verify real shell/CLI descendants, dispatcher startup, and supervised stdio
transport against isolated SQLite boards. This is cooperative runtime scoping,
not OS confinement.

The Sep 2026 decomposition (PR #102117) makes internal import paths a non-API: names now live in
the focused modules that define them. This commit is the ONLY thing keeping the old paths alive,
so external plugins have time to update. It is deliberately a single, unsquashed commit:
git revert <this sha>
removes every shim, stub and manifest at once on the announced date. Nothing in-tree may depend on
these pointers: scripts/check_compat_pointers.py (wired into lint.yml) fails CI if it does.
What it adds (see COMPAT_MANIFEST.md, compat_manifest.json):
- 332 facade modules get one delimited `PLUGIN-COMPAT` block appended at the end of the file
- 1,172 moved names resolved lazily via a module `__getattr__` (PEP 562) — never a top-level import,
so no import cycles; facades that already had `__getattr__` get a chained one
- 592 third-party/stdlib names the old modules used to expose, with their original import statements
- 266 public definitions that had been deleted as unused, restored byte-for-byte from the pre-decomposition
tree (+40 private helpers and 16 imports pulled in only because a restored definition needs them)
- 3 deleted modules recreated as re-export stubs (gateway/startup_watchdog, hermes_cli/observability/
relay_runtime, tools/environments/modal_utils)
- private names (`_x`) get no pointer: they were never API (3,792 skipped)
Verified: all 335 touched modules import under a fresh HERMES_HOME and every manifest name resolves;
the lint reports zero in-tree uses; ruff clean; targeted suites unchanged.
For each issue anchor present in BASE 63279301bc non-test .py and absent on HEAD, the BASE comment/docstring block was re-attached at the HEAD location of the code it explained (matched by the distinctive code line / enclosing def). Sentences already covered by an existing HEAD comment were deduped; the issue number always survives. Insert-only: no code lines changed.
- shell_hooks is the shared home: _ToolMatcherMixin (matcher compile + matches_tool),
_payload_fields, _forget_home_registrations, _home_key, _utc_now_iso now serve
outbound_webhooks too (copies deleted; every log string byte-identical).
- shell_hooks: response parsing is a per-event dispatch table; _spawn diagnostic
dict + _evaluate_result shared by the live callback and run_once;
_locked_update_approvals POSIX/non-POSIX bodies merged via ExitStack.
- tool_guardrails: ToolCallGuardrailConfig thresholds from a _THRESHOLD_SOURCES
table (nested-wins-over-flat preserved); _int_at_least replaces
_positive_int/_non_negative_int; observe_identical_call (0 refs) folded into
observe_call; _halt helper for hard-stop decisions.
- tool_dispatch_helpers: _plan_tool_batch_segments split into _batch_admission +
close/extend helpers with the post-hoc normalization merged in.
- Comment/docstring compaction keeping every stated rule.
re_register_config_hooks() cleared the entire process-global idempotence
set on every force-reload, so a profile-local plugin force-reload dropped
another live profile's ledger key without touching its still-registered
callback — the next registration call for that profile then appended a
duplicate. Scope the clear to the reloading profile's own home, and give
outbound webhooks the same force-reload restoration shell hooks already
had, since unload() wipes both from the shared _hooks dict.
Multiplex gateway startup only ever calls agent.shell_hooks/
outbound_webhooks register_from_config() once, against the
root/default profile's config, before any profile scope exists.
_start_one_profile_adapters() discovers Python plugins per profile
but never registered that profile's own declarative `hooks:` block,
so a secondary profile's shell hooks (e.g. a deny-writes gate) and
outbound webhooks silently never fire.
Load and register each profile's own config inside its
_profile_runtime_scope, and key the module-level idempotence sets in
shell_hooks.py/outbound_webhooks.py by resolved Hermes home so two
profiles configuring an identical hook/webhook both register on
their own plugin manager instead of the second being dropped as a
duplicate of the first.

Read text files with the encoding utf-8-sig so a BOM at the start of a
file does not cause a Unicode decode error (Windows editors add BOMs).
Reconstructed from ethie/pm commits 48a32b135b + 013219e814 onto the
current upstream/main base: only the utf-8 -> utf-8-sig transforms were
carried (370 exact line pairs across 205 files); pm-rename hunks that
rode in the original commit were left to the pm-store commit, and
utf8sig hunks entangled with content changes ride their owning commit.
Rebuilt on ethie/pm-clean off ac6c8028e0 (upstream/main).
Adds a `modify` response type to pre_tool_call hooks so a hook can
transform tool arguments before the tool executes, instead of repairing
results afterwards via post_tool_call.
- hermes_cli/plugins.py: _dispatch_pre_tool_call_hooks() fires hooks once
and returns (block_message, modified_args); modify directives
shallow-merge into an accumulated dict built from the original args.
- agent/shell_hooks.py: _parse_response() accepts both the canonical
{"action": "modify", "args": {...}} and Claude Code-compatible
{"decision": "modify", "tool_input": {...}} wire formats.
- model_tools.py, agent/tool_executor.py, agent/agent_runtime_helpers.py:
dispatch sites migrated; modified args applied before execution.
- Docs + 10 new tests (merge semantics, precedence, block interplay).
Salvaged from PR #28953. Best fix for #18988.
Rebased onto current main, where the OpenRouter tool-use 404 is now
handled natively (the bundled demo's exact reason to exist), so the demo
plugin is removed per the standalone-repo policy and every test now uses
a synthetic unclaimed error (fake provider, neutral message, no status
code) that no present or future built-in rule can claim.
classify_api_error is now explicitly Python-plugin-only: VALID_HOOKS
doubles as the shell-hook allow-list, but the shell response parser has
no channel for the classification directive, so shell registrations are
refused at config parse with a warning instead of being silently
ignored (new SHELL_UNSUPPORTED_HOOKS set + regression test).
The hook is documented in the hooks reference as the third
behavior-changing hook, with the full kwargs contract, return shape,
and the Python-only note.

Port from openai/codex#37527: Terminate timed-out hook process trees.
A shell hook that forked helpers (scanners, watchers, "cmd &") and then hit
its timeout left those descendants running forever — subprocess.run() only
kills the direct child. Worse, descendants holding the inherited pipe write
ends could stall run()'s post-kill communicate() drain.
- agent/shell_hooks.py _spawn(): spawn hooks in their own process group on
POSIX (process_group=0, Python >=3.11); on timeout/error, reap the whole
tree via the shared kill_process_tree() helper, then drain bounded (1s).
Hooks that complete in time keep their descendants, so intentionally
detached helpers survive successful runs (mirrors codex semantics).
- hermes_cli/_subprocess_compat.py: rename _kill_git_process_tree ->
kill_process_tree (it was never git-specific; taskkill /T /F on Windows,
ownership-gated os.killpg on POSIX). Backward-compat alias retained.
- tests/agent/test_shell_hooks_tree_kill.py: real-subprocess regression
tests (descendant killed on timeout, preserved on success, own-group
spawn, fast-path contract, fail-open). Sabotage-verified: reverting the
process_group spawn fails exactly the two new behavior tests.
Gap proven live on main first: a forking hook timed out at 2s and its
descendant survived; same probe against this branch shows it reaped.
Salvaged from PR #64188 (@Bartok9), re-reviewed against the #64229
ownership ledger (landed in #84923).
Delivery parity (survived):
- Module-level invoke_hook/invoke_middleware/has_hook/has_middleware
lazily run plugin discovery via _delivery_manager(), so surfaces that
never import model_tools (dashboards, TUI slash workers, query mode,
cron, gateway platform events) deliver plugin callbacks instead of
silently dropping them (#50776, #67597, #67890, #50937).
- _delivery_manager() joins any in-flight background discovery first and
tolerates test doubles that monkeypatch get_plugin_manager().
Symmetric force-reload (survived):
- agent/shell_hooks.py gains re_register_config_hooks(); the force branch
of discover_and_load() calls it after a successful sweep, restoring
config.yaml shell hooks that the ledger-driven unload wiped but cannot
restore (they are config-owned, not plugin-owned) (#60036).
- unload(plugin=None) now sweeps pre-ledger _plugin_tool_names entries
out of the process-global tools.registry, mirroring the platform-name
sweep that already existed, so zombie tools cannot survive a force
reload in long-lived pre-ledger processes (#60050).
Superseded by the ownership ledger (dropped from #64188):
- _unload_global_plugin_registrations() bulk tool/platform teardown —
the ledger's reverse-order handle disposal with previous-entry
restoration covers it more precisely.
- tools.registry/platform_registry displaced-entry LIFO restore stacks —
the ledger's restore_registration() identity-checked previous-entry
restoration made them redundant.
- Discovery serialization lock + double-checked singleton — main already
has _discovery_lock on every discover/unload path and a keyed,
lock-guarded per-home manager cache (#24714 concern is covered).
Fixes tracked under #64178 (#50776, #60036, #60050, #24714, #67798,
#50937, #67597, #67890, #31480 — #31480 already handled on main by
_parse_hooks_block warn+suggest).
Sweep of open Windows issues affecting day-to-day agent operation
(explicitly excluding install/setup and locale classes):
- hermes_cli/_subprocess_compat.py: new split_command_line() — Windows-
safe command-line tokenizer (posix=False + quote stripping) so
backslash paths survive. POSIX behavior unchanged (plain shlex.split).
- hermes_cli/console_engine.py (#83934): console commands like
'sessions export C:\Users\me\out.jsonl' no longer silently mangle the
path into a relative filename in the cwd.
- agent/shell_hooks.py (#78293): hook commands with backslash paths now
spawn, resolve their script path, and pass hooks doctor instead of
reporting 'not executable'. All three shlex sites routed through the
shared splitter.
- agent/prompt_builder.py (#51755): system prompt now reports
Windows (11) on Windows 11 — platform.release() returns 10 for both;
distinguish via sys.getwindowsversion().build >= 22000.
- hermes_cli/commands.py (#42016): @ autocomplete no longer crashes the
prompt_toolkit event loop when rg emits a path on a different mount
(device paths \.\nul, other drive letters) — relpath ValueError is
skipped per-entry.
- tools/browser_use_cli.py (#83884): screenshot-path detection now
matches Windows drive-letter paths (C:\... and C:/...) in addition to
POSIX; Browser Use screenshots attach on Windows.
- tools/skills_hub.py + tools/skills_guard.py (#62310): the two 'MUST
stay symmetric' skill content hashes actually agree on Windows now.
Bundle keys are normalized to POSIX separators before hashing, and the
disk digest sorts by rel-posix STRING (case-sensitive) instead of Path
objects (case-insensitive on Windows). Fixes permanent false-positive
update_available for every installed skill.
Tests: tests/tools/test_windows_agent_loop_papercuts.py — 16 cases
covering each fix, including a disk-vs-bundle hash symmetry check built
with native Windows separators and a mixed-case filename.
Complements the cherry-picked contributor fixes and closes out the
remaining sites of the 'missing explicit encoding' bug class, which is
now permanently gated by ruff PLW1514 (enabled repo-wide in
pyproject.toml and enforced by the blocking `ruff check .` step in
.github/workflows/lint.yml):
- tools/memory_tool.py: read MEMORY.md/USER.md via utf-8-sig so a
Notepad BOM never glues U+FEFF onto the first entry (issue #10878,
PR #10888 by @easyvibecoding — strict-decode contract of
_read_raw_checked preserved rather than errors="replace", so
undecodable files still refuse read-modify-write instead of being
lossily rewritten). Regression tests included.
- tools/skills_tool.py: SKILL.md and skill file reads pinned to
utf-8-sig + errors="replace" — deterministic across platforms instead
of the locale fallback proposed in PR #51701 (superseded: falling back
to cp1252/GBK makes the same skill render differently per host); .env
reader aligned with the canonical utf-8-sig dialect in hermes_cli/config.py.
- agent/shell_hooks.py, hermes_cli/main.py, gateway/slash_commands.py:
explicit utf-8 on the remaining fdopen/open text-mode sites flagged by
the AlexFucuson9 sweep series (#56033#56940#65565#66782#66791).

The inverse of the inbound webhook platform: hooks.outbound in
config.yaml lists HTTP targets + the plugin-hook events they subscribe
to (on_session_end, subagent_stop, post_tool_call, ...). Each firing
POSTs a JSON payload (same top-level shape as shell hooks' stdin wire)
signed GitHub-style with HMAC-SHA256 (X-Hermes-Signature-256).
Rides the existing hook bus — notify-only callbacks registered on the
plugin manager at the same CLI/gateway/main entry points as shell
hooks. Delivery is fire-and-forget via a bounded queue + single daemon
worker thread, so a dead endpoint can never stall a tool call. Bounded
retries (5xx/conn errors once; 4xx never). secret_env preferred over
inline secret. HERMES_SAFE_MODE skips registration. hermes hooks list
shows outbound targets with signed/UNSIGNED status.
Zero new model tools, zero new subsystems.
Path.read_text() without an explicit encoding uses the platform's
default encoding. On Windows this is typically cp1252 or mbcs, which
causes UnicodeDecodeError or silent data corruption when reading
UTF-8 content (JSON files, user text, config with non-ASCII chars).
This is the read-side companion to the write_text() encoding fix.
Fixed the most critical locations that read JSON data, user content,
and config files across 14 files with 31 call sites.
Pattern: .read_text() → .read_text(encoding='utf-8')
json.loads(path.read_text()) → json.loads(path.read_text(encoding='utf-8'))
On Windows with Chinese locale (GBK), subprocess.run(text=True) without
explicit encoding causes UnicodeDecodeError crashes. This fix adds
encoding='utf-8', errors='replace' to all subprocess.run() and
subprocess.Popen() calls that use text=True across 76 non-test Python files.
Fixes#53428 (master tracker for Windows GBK locale crash).
Note: credential_pool.py and electron changes excluded per reviewer request —
those will be submitted as separate focused PRs.
--safe-mode promised to disable ALL customizations, but shell hooks
declared in config.yaml's hooks: block registered anyway —
register_from_config() runs independently of plugin discovery and
load_config() does not honor HERMES_IGNORE_USER_CONFIG. Gate it on
HERMES_SAFE_MODE at the single chokepoint so troubleshooting runs fire
zero user-configured code (plugins, MCP, and hooks).
Docs (en + zh) updated; positive + negative tests added.
Port from openai/codex#21069 ("Spill large hook outputs from context").
Both shell hooks and Python plugins can return {"context": "..."} from
pre_llm_call, which gets appended to the current turn's user message on
every subsequent API call. A plugin that emits a large blob inflates
every turn and blows out the prompt cache prefix.
- tools/hook_output_spill.py: shared helper that writes oversized
context to $HERMES_HOME/hook_outputs/<session_id>/<uuid>.txt and
returns a head/tail preview plus the saved path. Never raises.
- agent/turn_context.py: apply the cap at the pre_llm_call aggregation
site (moved here from run_agent.py since the original PR), covering
both Python plugins and shell hooks.
- agent/shell_hooks.py: reserve output_spill as a sub-key under hooks:
so the config block doesn't emit unknown-hook-event warnings.
- Docs: document the cap + config in build-a-hermes-plugin.md.
Config (behaviour-preserving when absent):
hooks.output_spill: enabled/max_chars/preview_head/preview_tail/directory
Tests: 14 unit tests; shell_hooks (56) and plugins (100) suites green.
E2E validated with isolated HERMES_HOME (spill, passthrough, traversal
sanitisation, reserved-key skip).
Add a `pre_verify` user/plugin/shell hook fired once per turn when the agent
edited code and is about to finish, after the existing verify-on-stop guard. A
hook can keep the agent going one more turn (run a check, defer it, tidy the
diff) by returning {"action":"continue","message":...} (the Claude-Code Stop
shape {"decision":"block","reason":...} is accepted too). Hooks receive coding,
attempt, final_response, and sorted changed_paths so they can self-scope and
self-throttle; the path is bounded by agent.max_verify_nudges and preserves
message-role alternation.
Hermes still ships its default coding guidance (agent.verify_guidance, on by
default), but it now rides the evidence-based verify-on-stop missing-evidence
nudge instead of a separate default pre_verify continuation, so it costs no
extra model turn of its own. Guidance reuses the shared utils.is_truthy_value
parser rather than a local copy.
