Subject: [PATCH 08/10] fix(plugin-catalog): re-pin prompt-optimizer after
 manifest fix

Re-pins to 3ec7f45, which declares provides_hooks (the manifest used the
legacy 'hooks:' key the validator ignores) and drops the unused
OPENROUTER_API_KEY / NOUS_API_KEY declarations. requires_env in the
catalog entry is cleared to match: the plugin uses the host LLM via ctx.llm.

hermes plugins validate --install-deps at the new pin: all checks pass,
security scan safe.

Subject: [PATCH 09/10] fix(plugin-catalog): drop pre_user_message from
 prompt-optimizer

Declaring pre_user_message fails validation on main, where the hook is
not in VALID_HOOKS. The plugin probes for it and only binds it where it
exists, so the capability block now lists only the hooks main can verify.
